The Electronics Technician is assigned to the Electronics Unit of the Facilities Management Service and performs duties to maintain, repair, analyze, redesign, modify, install, evaluate, and complete scheduled servicing on a wide variety of complex equipment systems at the James A. Haley Veterans Hospital.

Duties

The Electronics Technician has primary responsibility for the comprehensive technical support of complex electronic systems and equipment which include but are not limited to the nurse call system, hospital tube system, access control system, video surveillance system, fire alarm system, code blue system, patient television system, portable radio system, patient wander management system, and associated devices that may consist of computer and networking components such as building automation (BAS). This support includes maintenance, repair, calibration, design, modification, installation, inspections, and engineering review. Major duties include but are not limited to: Plans, analyzes, documents, tests, implements, installs, integrates, maintains, and modifies electronic systems and equipment. Maintains a library on the inventory of equipment locations, preventive maintenance records, preventive maintenance procedures, manuals, software, prints, and all other associated documentation. Performs upgrades of hardware or software as supplied by the manufacturer or vendor for electronic systems. Independently plans and performs scheduled and unscheduled (emergency) maintenance on equipment to ensure compliance with all applicable codes and standards. Discovers ways to reduce breakdowns, eliminate safety hazards, or enhance accuracy and reliability. Determines manufacturer's instructions, manuals, schematics, industry standard testing equipment, and line diagrams to establish if equipment is performing satisfactorily through the preventive maintenance (PM) program and provides technical oversite to work orders involving critical electronic equipment. Utilize computer technology, Specialized Test Equipment (STE) and techniques without specific instructions to accomplish their assignments. Completes projects that will require understanding of common engineering practices utilized to integrate new electronic equipment as new systems, or modifications to existing legacy equipment. Relays results of testing or procedural monitoring and will recommend courses of action to be followed that will enhance the mission of the medical center because of such testing or monitoring. Participates in planning, inspections, and investigations as necessary. Develops and prepares recommendations and procedural changes to obtain desired results. Administers written service training in the form of "Standard Operating Procedures" (SOP's) on the operation, maintenance, and procedural protocols of an extensive and complex variety of electronic systems. lnstructs equipment operators in proper equipment usage and operator level preventive maintenance. Participates in operation and maintenance education at both formal and informal levels. Performs other related duties as assigned. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/13/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-10. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. The Electronics Technical, Series 0856, has an Individual Occupational Requirement (IOR). Specialized Experience: Some examples of qualifying specialized experience include: Work as a technician, instructor, inspector, or mechanic (civilian or military) that showed progression in theoretical and practical knowledge of electronic theory, and of the characteristics, function, operation, and capabilities of a variety of types of electronic equipment. This experience must have included the use of schematic diagrams, a variety of test equipment, and the application of appropriate electronic formulas involved in such duties as testing, troubleshooting, modifying, designing, calibrating, installing, maintaining, repairing, constructing, developing, and instructing on electronic equipment, or similar functions. Experience in developing policies, standards, and procedures for maintenance, installation, or similar functions, provided the work clearly shows that the applicant applied a specialized knowledge of the theories and principles of a variety of electronic systems or equipment. In addition to meeting the Individual Occupational Requirement, applicants must also meet the specialized experience. Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-10 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Developing and designing test and repair equipment, analyzing repair practices, or developing procedural instructions on methods and steps of equipment repairs; Developing maintenance standards and procedures, testing and evaluating new or modified systems, or analyzing the compatibility of interlocking components and systems; Planning and directing the installation of complex systems and associated facilities, particularly where there are problems of site selection and construction; Designing and analyzing circuits, determining feasibility of these designs, evaluating equipment performance under varying environmental conditions, collecting data, or designing or modifying designs to achieve performance and cost objectives; and Developing or evaluating new or modified systems or monitoring frequency emissions by licensed stations. Physical Requirements: Work requires considerable standing, stooping, and bending. Must be able to work on ladders, in congested areas, and on scaffolding, which requires incumbent to work overhead or in stretched, cramped, or awkward positions. The position requires considerable arm movement. The incumbent may be required to lift and carry items that weigh approximately 50 pounds. For required lifting of weights over 50 pounds, incumbent will request assistance or use material handling devices. The work performed is of a precise nature requiring prolonged concentration. The incumbent works at times under conditions of extreme stress and must be able to interact effectively with medical and non-medical staff and perform work in a calm analytical manner.
