This position is nationally standardized and receives guidance on and oversight of program requirements from the VHA, Office of Academic Affiliations (OAA) that oversees the statutory obligation under 38 USC 7302 to train health care professionals for VA and the nation. This position supports the DEO and HPE programs.
Duties
Duties include but are not limited to:
The position is responsible to enact process changes with OM, affiliate staff, facility leadership, clinical services, and finance service by drafting SOPs, developing and administering training for staff, and advising on HPE regulations. Unique situations are assessed to troubleshoot problems, make recommendations, provide subsequent evaluations and participate in future planning for HPE programs.
Disbursement Agreement Administration - This position serves as the disbursement coordinator and is responsible for communicating, establishing and ensuring compliance with directive 1400.05 and related SOP's. Manages the special purpose academic fund from OAA and HPT reimbursement processes with the affiliate; synthesizes data, trends, opportunities, etc.
HPE Program Analysis - This position informs and advises HPE management and the OAA program office directly in analyzing and evaluating programs and leading complex processes across HPE programs and affiliates. Extracts, analyzes, and organizes data from multiple sources to create reports for ongoing monitoring of resources, OAA reports, or special projects.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
Work Schedule: Monday - Friday, 8:00am to 4:30pm

Qualifications

The Individual Occupational Requirement for the Health System Specialist position is:
1. Undergraduate or graduate education with a major study in hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration.
OR
2. Specialized experience including progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:
Missions, organizations, programs, and requirements of health care delivery systems;
Regulations and standards of various regulatory and credentialing groups; and
Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.
Special Provision for in-service Placement: Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included:
Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements;
Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned);and
Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program.
GS-11 Grade Requirement:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Specialized Experience: Identify/analyze and make recommendations to resolve problems such as work flow, staffing, performance, and organizational structure; and Develop procedures and guidelines.

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. (TRANSCRIPTS REQUIRED).
OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education as described above (TRANSCRIPTS REQUIRED).
GS-12 Grade Requirement:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Managing funds/expenditures such as reconciling invoices, formulating budget needs, and verifying budgetary approvals/requests; Conducts special projects using analyzation and problem solving skills to complete tasks that may arise such as as anticipating obstacles, set measure goals, create reports and proposals; Administration support such as creating reports, planning, coordination, research, and communication skills; Administer and oversee contracts; and Ensure compliance with policies and regulations.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: The work involves intense concentration and relatively long periods of sitting with some walking. Training involves standing and walking during interactions with Executive Leadership, Service Chiefs, Supervisors, and other medical staff and as appropriate. Work is generally sedentary, working predominately with the computer, but standing, bending, walking, and carrying of lightweight items such as reports, and manuals are required.
