As a Supervisory Equal Opportunity Investigator (Enforcement Manager) at the GS-1860-14 you will be part of the Houston District Office, Equal Employment Opportunity Commission. If selected, you will be responsible for planning, directing, and coordinating the activities of the Enforcement Units and the Systemic Unit of a District Office.

Duties

Plans, directs, coordinates and monitors all enforcement and case development activities of the Enforcement and Systemic Units through unit supervisors and administrative staff. Provides leadership and direction to unit supervisors and/or administrative staff in conducting investigations of employment discrimination complaints filed under the statutes enforced by the Commission. Ensures that investigative files are fully reviewed in order to determine the sufficiency of evidence. Ensures that investigations are properly completed in a timely manner through active supervision during the investigative process. Ensures that the review of investigations of employment discrimination cases conducted by state and local Agencies, certification reviews, and accreditation activities are conducted in accordance with established policies, rules, and regulations. Ensures settlements are negotiated, where appropriate, and that the unit supervisors review compliance with the terms of negotiated settlements and conciliation agreements, Continuously reviews the effectiveness and efficiency of programs and operations and makes recommendations for modifications in procedures as indicated.

Qualifications

To Qualify for the GS-14: You must have at least one year of experience equivalent to the GS-13 level in the Federal service that provided the specific knowledge, skills, and abilities to successfully perform the duties of this position. Such experience consists of planning, providing leadership, and direction in conducting investigations of employment discrimination and experience analyzing, researching, and evaluating employment discrimination laws, regulations, and policies with multi-dimensional issues and presenting the results orally and/or in writing. Merit promotion applicants must meet time-in-grade requirement as defined in 5 CFR 300, Subpart F. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. Applicants must meet all eligibility requirements (e.g., time-in-grade and qualification requirements) within 30 days of the closing date specified in the vacancy announcement. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
