Duties
As a GS-14 Program Manager (Auditor Development Programs), the incumbent builds, directs, and sustains the Division's auditor training and development lifecycle. As the steward of a national training program that constitutes a major component of the Division's internal quality control system, the incumbent assesses collective and individual auditor development needs; develops engaging course curricula; prioritizes and deploys solutions to achieve Division-wide educational goals; aligns Division training priorities with agency-wide training programs; and proposes and fulfills training budgets, schedules, and timelines.
Specific responsibilities include, but are not limited to:
Manage the design and development of a national, multi-year training program that fortifies the Division's need to grow and sustain the knowledge, skills, and abilities of professionals who conduct audits that meet government auditing standards. Deliver training and instruction programs that solidify solid staff auditing practices and competence.
Program and host training programs with clear learning objectives that meaningfully enhance the auditing skills and capabilities of staff. Teach audit training classes on a wide-array of topics pertaining but not limited to audit evidence, interviewing techniques, independent referencing, and audit-specific guidance.
Analyze and develop training management policies and practices. Coordinate with the Office of Quality Assurance to identify, evaluate, and respond to emerging Audit Division quality risks. Develop and deliver preventative controls via training. Direct analyses and studies pertaining to OIG training and operational readiness.
Work with Audit Division supervisors and other stakeholders to help address Strategic Management Program, audit team, and office-specific training needs. Fully leverage traditional classroom and virtual techniques and tools to deliver robust, cost-effective, and engaging educational programming. Build, sustain, and curate a library of effective training solutions that supervisors can deploy to address skill gaps and accentuate professional growth.
Coordinate across the OIG and federal auditing community to identify and deploy proven pedagogical practices that enhance auditor training and oversight program effectiveness. Facilitate appropriate Audit Division support of and participation in training programs promulgated by the OIG Office of Training and Development, relevant CIGIE program committees.
Evaluate training programming and use evaluation results to cultivate continuous training program improvements and refinements. Recommend and implement educational program enhancements and other changes based on analyses to accentuate auditor training.
Select, develop, and provide technical oversight to a cadre of auditors serving as course instructors. Fortify the training skills and techniques of auditors selected to teach others and sustain and build organizational diversity and professional opportunities.
Responsibilities will increase and assignments will become more complex as the incumbent gains training and experience in the position.

Qualifications
Selective Placement Factor: The applicant must possess experience programming and delivering audit-related or other relevant training to federal government auditors at various professional grade levels.
Specialized Experience: In order to qualify for the GS-14 Program Manager, applicants must possess at least one year (52 weeks) of specialized experience at least equivalent to a GS-13 Program Manager position that has equipped you with the particular knowledge, skills, and abilities to perform the duties of the position successfully. Examples include demonstrated expertise in programming auditor training courses, delivering instruction on audit standards to auditors in person and virtually, evaluating class feedback, and implementing solutions to address audit organization learning goals.
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade level (or equivalent)
