This position, Supervisory Heath System Specialist is the Assistant Administrator for the Cape Girardeau Health Care Center (CGHCC) and functions as a key member of the HCC leadership team and acts as the Healthcare Administrator in his/her absence. The position directly reports to the HCC Administrator, who reports to the Director, Senior Executive Service (SES) of the John J. Pershing VA Medical Center.

Duties

Major Duties: Plan, directs, coordinates, and manages the functions, work operations and activities of the CGHCC. Exercises direct oversight responsibility for 4 departments at the facility, including Prosthetics Services, Medical Administrative Services, Biomedical Engineering and Environmental Care Services; and operational oversight for Clinic Management, Logistics Services, Engineering Services, Office of Information Technology Services, and Police & Security Services. Responsible for all fiscal activities for the CGHCC. Utilizes the Government and Department of Veterans Affairs (VA) budget system and process along with the Veterans Equitable Resource Allocation (VERA) model to project and control facility budget. Effects, through Fiscal Service, the distribution, control, and adjustment of funds in various control points so as to operate within the provided allocated funds. Supervises a staff that consists of: (2) Biomedical Equipment Support Specialist, GS-0601-12: (1) Patient Advocate, GS-0301-11; (1) Prosthetics Representative, GS-0672-11; (1) Purchasing Agent GS-7 (2) Supervisory Medical Support Assistants GS-0679-08. Provides second level supervision of (2) Lead Medical Support Assistants (26) Advanced Medical Support Assistants GS-0679-06, (2) Housekeeping Supervisor WS-3566-02; (6) Housekeeping Aid WG-3566-02. Develops and coordinates with various program offices to ensure both clinical and administrative activities are compliant with standards issued by various accrediting and regulatory groups. Develops plans with target completion dates. Ensures action has been taken to correct deficiencies cited by accrediting bodies. Initiates corrective action on elements considered unacceptable from the standpoint of quality or service management. Addresses patient complaints related to their care. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/31/2023. Individual Occupational Requirement (IOR): The Health System Administration Series, 0671 has a minimum qualification entry requirement: Undergraduate and Graduate Education: Major Study - hospital administration, public health administration, or related fields such as business or public administration with course work in heath care administration, OR Specialized Experience: Progressively responsible analytical, administrative or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical or other service activities and provided knowledge of the following: Missions, organizations, programs and requirements of health care delivery systems Regulations and standards of various regulatory and credentialing groups; and o Government-wide, agency and facility systems and requirements in various administrative areas such as budget, personnel and procurement. OR, Special Provision for In-service Placement: Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included: Assignments providing a knowledge of basic health system administration philosophies, practices and procedures and basic government administrative policies and requirements; Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program. AND Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include but are not limited to: Expert knowledge of medical center operations, goals, and objectives including expert knowledge on VISN and VHA goals and objectives. Requires comprehensive knowledge of the range of administrative laws, policies, regulations and precedents applicable to the administration of one or more important programs. Develops a thorough, administrative and strategic operational initiatives of the organization that enables the specialist to identify problems, analyze data and recommend resolutions; identify and propose solutions to management problems where previous studies, precedents, and established management techniques are not available or are inadequate; effectively interpret agency-wide policies and procedures to determine impact on healthcare programs and to disseminate the information with supportive guidance; establish and maintain effective communications with persons both within and outside the organization, from a variety of educational levels, socio-economic and cultural backgrounds, divergent opinions, and priorities; establish and maintain effective working relationships with a wide variety of individuals to effectively gain support for medical center network and Department of Veterans Affairs programs and initiatives.
