The primary purpose of this position is conduct information controller/capability forecaster duties within the Air Terminal Operations Center (ATOC), a 24-hour per day, 7 day per week operation.
Duties
Functions as an inbound/outbound information controller coordinating operational activities with subordinate work centers for operational continuity.
Monitors published sequence of events and maintains surveillance over aerial port activities to ensure efficient, safe and timely execution to meet airlift schedules.
Communicates and coordinates with outside agencies for operational effectiveness.
Coordinates traffic activities. Verifies aircraft configurations and fuel loads to meet published requirements.
Coordinates all airlift movement activities. Coordinates and plans airlift mission requirements of cargo and passenger movement for special assignment airlift, special operations, contingency/channel (common user), aero medical and training, and foreign aircraft missions.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-06, or equivalent in other pay systems. Examples of specialized experience includes knowledge of a body of standardized air transportation regulations, procedures, and operations related to one or more transportation support function to coordinate air terminal operational objectives. Knowledge of air cargo/passenger terminal processes and movement priorities. Knowledge of established air transportation rules, policy, precedence, principles and procedures for the control of aerial port's cargo and passenger movement processes. Requires a basic knowledge, background and technical expertise in air and commercial transportation. Knowledge of cargo, passenger and mail eligibility requirements, priority procedures, handling of dangerous and prohibited cargo, revenue traffic and classification for commercial shipments. Knowledge and skill to coordinate air terminal requirements. Knowledge of one or more automated transportation operating systems associate with cargo and passenger movements, understands error reports and takes corrective actions and generates a variety of recurring reports. Knowledge of frequently used and clearly stated regulations to respond to a range of recurring questions from agency personnel, customers, commercial carriers or others. Requires a working knowledge of the payload capability and loading characteristics of various types of military and civilian cargo/passenger carrying aircraft.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-06 level is required to meet the time-in-grade requirements for the GS-07 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of standard principles of air transportation and the operation of an air terminal with typical mechanized materials handling equipment.
Knowledge of air cargo/passenger terminal processes and movement priorities.
Skill and ability to communicate effectively with a widely diverse group of individuals within and outside the organization.
Ability to comprehend aircraft configurations and apply regulations pertaining to air transportation.
Ability to coordinate routine issues with other base agencies, civilian contractor/vendor personnel and other federal agencies.
Ability to operate standard computer systems used in the air transportation industry to monitor mission data, schedules of events and cargo/passenger tracking.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).
