The incumbent functions as the Visual Information Specialist and central point of contact for the overall program management for Medical Media within the hospital and affiliated outpatient clinics. Incumbent is responsible for production of wide range of audiovisual products, photographic media, and graphics used in support of the medical center and other related duties as assigned.
Duties
Duties for this position include, but are not limited to:
Plans the visual aspects of publications, exhibits, or presentations where the general format and specific themes to be illustrated are predetermined.
Selects photos, illustrations, or other visual materials from among those provided with the assignment or found in the files.
Judges the reproducibility of the material and any enlargement or reduction necessary to achieve the specified visual effect.
Prepares layouts of pages, two-dimensional exhibit panels, or presentation materials such as posters and handouts.
Using professional knowledge in the following disciplines of basic art and design, statistical charting procedures, computer graphics, computer desktop publishing, and knowledge of printing processes, applies the principles of visual communication to the characteristics and requirements of each project.
Incumbent will create computer graphics so must be familiar with various computer graphic systems. Creates word text using "desktop publishing" software including but not limited to Adobe Creative Suites, InDesign, Illustrator, Photoshop, and the most recent version of Microsoft Office programs.
Prepares original and updated layouts conceived and or designed by others. Develops concepts for publications and presentation materials from rough diagrams and with often vague guidelines provided by the customer.
Utilizes Computer Graphics to execute and design illustrations: Utilizes drawing instruments and computer graphics to execute illustrations that serve to attract the attention of potential readers and induce them to read the material.
Actively supports the team concept and functions as a team player continuously. Contributes to department initiatives and continuously strives to improve the effectiveness of the department.
Prepares "draft" layouts that convey an effective visual design of typography, graphics, and space to maximize visual impact and to emphasize visual elements for the requestor and the audience.
Work Schedule: Mon-Fri; 7:30 a.m. - 4 p.m.
Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

To qualify for this position, you must meet the Individual Occupational Requirements for the Visual Information Specialist Series, 1084; Undergraduate AND Graduate Education:Major study -- commercial art, fine arts, art history, industrial design, architecture, drafting, interior design, photography, visual communication, or other fields related to the position. Some positions may also require subject-matter knowledge of medicine, science, or technical equipment. Advanced training in a vocational school, technical institute, or art institute above the high school level in one of the fields listed above is creditable as general experience on a month-for-month basis.

Specialized Experience: Specialized Experience (for positions above GS-5): Experience in the actual type of work for which application is made. Unpaid experience is creditable, provided the work done was of a quality level and demonstrated the ability required for the position. This includes planning the preparation and use of photographs, illustrations, drawings, and other art work, charts, diagrams, dioramas, maps, slides, overlays, and other kinds of visual material for use in communicating information through visual means.
AND You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include experience with at least three of the following tasks: application of computer graphics and desk top publishing systems such as Adobe Creative Suite; understanding of procedures of printing and reproduction processes; plan visual aspects of presentations; prepares layouts of pages, two-dimensional exhibits and presentation materials; use of photographic equipment, scanners and printers; communication and interpersonal skills to work with a wide variety of people.

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Master's or equivalent graduate degree or two full academic years of progressively higher-level graduate education leading to such a degree in one of the following fields: commercial art, fine arts, art history, industrial design, architecture, drafting, interior design, photography, visual communication, or other fields related to the position.

Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education beyond some specialized experience as described above but less than one year, and I have more than two years but less than three years of graduate education as described in education. I have computed the percentage of these requirements that I meet, and the total is at least 100%. (To compute the percentage, divide your total months of qualifying experience by 12, then divide your semester hours of graduate education beyond two years by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.).

Physical Requirements: The work requires the ability to distinguish shades of color. Display production requires lifting and bending or kneeling for long periods of time. The use of the computer terminals involves sitting and looking at monitor for long periods. . On occasion, lifting and transportation of moderately heavy equipment (40 lbs.) is required. Employee drives a vehicle to transport material to off-station programs.
