The Financial Accounts Technician is the principal support for all aspects of compensation to the Nebraska Western Iowa Veterans Health Administration employees within the Health Care System and is physically located in Omaha NE. This position will support at least 1250 timecards bi-monthly to provide accurate and timely compensation.
Duties
The VA Midwest Health Care Network advocates for a Whole Health System of care in each of the Medical Centers. This is an approach to healthcare that empowers and equips people to take charge of their health and well-being and live their lives to the fullest. As an employee operating in a Whole Health System of care, you will operate in a model with three core elements, seeking to create a personalized health plan for each Veteran. This is done in the context of healing relationships and healing environments and a connection back to the Veteran's community. This aligns with the Veterans Health Administration (VHA) Mission Statement to Honor America's Veterans by providing exceptional health care that improves their health and well-being.
Major Duties include but are not limited to:
Supports the Chief Financial Officer (CFO) to provide accurate and timely compensation for Veterans Health Administration employees.
Investigates employee compensation related errors or anomalies through analysis of Financial and Human Resources automated systems to correct issues identified through customer service requests or internal audit discovery
Ensures that Health Care System employee timecards are certified and approved in accordance with VA guidance
Reviews and reconciles various types of pay and leave transactions involving Title V, Title 38, Hybrid Title 38, Senior Executive Service, Veterans Canteen Service, Fee Basis, and Federal Wage System (FWS) employees
Gathers and compares data from multiple Human Resource and Financial Management systems including HR Smart, VATAS, MyPay, DCPS and the e-OPF employee record system. Once the issues are identified, the incumbent develops corrective actions and coordinates with HR, FSC and DFAS. Corrections often require specific transactions for each employee requiring tracking and follow-up
Assists customers and resolves issues by proposing options, allowable by policy and law, to resolve identified pay or leave issues under the guidance of the CFO
Conducts pay and leave audits when requested by employees or directed by Veterans Administration Financial Services Center (FSC) Alerts. Directed audits are often driven by changes or clarifications in law that impact compensation that involve multiple years of pay, multiple employees and interrelated issues
Provides appropriate customer service in person, on the phone, and via email involving personally sensitive discussions
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
Work Schedule: Monday - Friday, 7:00am - 3:30pm (work hours may be further discussed during the interview process)
Telework: Ad Hoc (Situational). This type of telework occurs on an occasional, non-routine basis-for example, inclement weather, or, telework that occurs to complete short-term special assignments or to accommodate special circumstances even though the telework arrangement may occur continuously for a limited and specific period of time.VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. This position may be authorized for telework. Telework eligibility will be discussed during the interview process.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/30/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-06 position you must have served 52 weeks at the GS-05 and for a GS-07 position you must have served 52 weeks at the GS-06. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience as described below:
GS-06 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge of various accounting, budget, or other financial regulations, laws, and requirements (e.g., related fiscal regulations and applicable schedules, pay and leave rules, administrative rules associated with recording and tracking budgetary transactions, tax laws, entitlement rules, documentation requirements, schedules, deductions, etc.) to ensure compliance and recommend action- examples of experience can be demonstrated with experience in Human Resource and Financial Management systems including HR Smart, VATAS, MyPay, DCPS and the e-OPF employee record system.
GS-07 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-06 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: In-depth or broad knowledge of a body of accounting, budget, or other financial management regulations, practices, procedures, and policies related to the specific financial management functions - Examples of this experience can be demonstrated with experience in HR Smart, VATAS, MyPay, DCPS and the e-OPF employee record system; experience conducting pay and leave audits; Reviews and reconciles various types of pay and leave transactions.
