About the Position: Incumbent serves as a specialist in the Equal Employment Opportunity office, with primary responsibility for providing program guidance and oversight for all of the various special emphasis employment programs and the Affirmative Employment Program
Duties
Serve as the principal adviser to the Equal Employment Opportunity Manager (EEOM).
Assist in the development, implementation, and administration of the District EEO and Affirmative Employment Program.
Serve as an Equal Employment Opportunity (EEO) Counselor for the Kansas City US Army Corps of Engineers District.
Assist in the processing of formal and informal complaints of discrimination.
Conduct a comprehensive program analysis of all affirmative employment efforts of the district.
Serve as lead Special Emphasis Program Manager for the six special emphasis programs.
Advise the Districts first line supervisors on their responsibilities regarding providing reasonable accommodation to individuals with disabilities.
Answer telephone and personal inquiries relative to the activities of the office.

In order to qualify, you must meet the education and/or experience requirements described below. To qualify at the GS-09 grade level you must have one year of specialized experience.
Specialized Experience: One year of specialized experience which includes interpreting the legal requirements and methodology of the Federal equal employment opportunity program or (2) fact-finding to resolve obvious discrepancies in facts.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-07).
Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Human Resources, Business Management, Public Administration, or similar.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
To qualify at the GS-11 grade level you must have one year of specialized experience.
Specialized Experience: One year of specialized experience which includes preparing and monitoring affirmation action plans for organizational segments of a federal agency; (2) making recommendations on the analysis of workforce organizational structure or (3) utilization of employees by age, race, sex religion, national origin, handicapping conditions, and others.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09).
OR
Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Human Resources, Business Management, Public Administration, or similar.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent.
