This position is located within the Indian Affairs (IA), Office of Facilities, Property and Safety Management (OFPSM), Division of Facilities Management and Construction (DFMC), Branch of Asset Management (BAM), located in Albuquerque, NM. This position is being re-advertised.

Duties

This position serves as the IA Employee Quarters Specialist and implementing policy, developing fiscal and operational priorities, annual budgets, and oversight for all quarters facilities program activities IA-wide. Here are some of the position responsibilities: Establishes and implements Quarters policies that allow for customer participation and clearly identifying the respective Bureau of Indian Affairs (BIA) and Bureau of Indian Education (BIE) responsibilities for administering the Quarters program. The incumbent ensures employee housing (quarters) are safe and healthful government-owned housing that meets appropriate standards. Develops and interprets policies, procedures, standards, programs, and guidelines for the Quarters Management Program. Serves as the technical expert for Employee Housing and the Quarters Management program, which include BIE, BIA and Office of Justice Services. Provides oversight for effective and timely implementation and management of initiatives and recommendations for the Employees Housing Program throughout IA. Conducts ongoing studies, surveys, and analysis of the housing functions, responsibilities, procedures, and methods, identifies risks and recommends program performance improvements. Recommends procedures for all facilities management activities including evaluation of the condition of existing housing, housing needs, housing maintenance, and utilization of housing.

  • The full performance level of this position is GS-13.

Qualifications

Minimum Qualifications: GS-13: Applicant must have one-year of specialized experience at or equivalent to the GS-12 level managing and overseeing a housing management program to ensure efficient and effective use of resources for renovation, operations, and maintenance of employee quarters and related facilities. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. All qualification requirements must be met by the closing date of this announcement. Merit Promotion candidates must also meet time-in-grade requirements by the announcement closing date. Preference in filling vacancies is given to qualified Indian candidates in accordance with the Indian Preference Act of 1934 (title 25, USC Section 472). Additional selections may be made from this announcement if identical vacancies occur in the same location within 90 days from the closing date.
