This National Guard position is for a AMMUNITION INSPECTOR SUPERVISOR (TITLE 32), Position Description Number D2286000 and is part of the FL CBJTC, National Guard.

Duties

DUTIES: As an AMMUNITION INSPECTOR SUPERVISOR, WS-6501-08, you will Assigns, directs, and supervises the work of personnel executing ammunition inspections, explosive handling, and transportation operations. Plans the use of personnel, equipment, facilities and material on a daily, week-to-week and/or month-to-month basis. Establishes and sets deadlines, priorities, work sequences, milestones, and work assignments. Develops work methods, establishes procedures, and explains work requirements to subordinates. Assigns work and formulates operational processes and procedures in accordance with guidance established by higher headquarters via army regulations, Department of the Army (DA) Pamphlets, National Guard Bureau (NGB) directives, local Standard Operating Procedures (SOPs), policies and procedures, Technical Manuals, schematics, and other related directives. Determines the man-hours, cost estimates, number and types of workers needed to accomplish specific projects. Assigns individual workers and resources to accomplish planned, and ad-hoc work. Exercises authority to maintain and balance workload; shifts assignments, workers and other resources to achieve the most effective and efficient work operations. Instructs subordinates in existing and state of the art ammunition and explosives inspection methods and provides advice and consultation when issues arise. Reviews and analyzes work accomplishments, cost and utilization of subordinates to evaluate work progress, control costs and anticipates and avoids possible problems by recommending corrective action. PHYSICAL EFFORT: Performs work on hard surfaces and in areas that require standing, stooping, bending, and working in tiring, and uncomfortable positions. Incumbent frequently lifts and carries munitions, equipment and packed containers that weigh 45 pounds or more. WORK CONDITIONS: Work is performed indoors and outdoors in areas which may be hot, cold, damp, drafty or poorly lighted. Work areas are visually well-lighted, ventilated and some are climate controlled (heated-cooled). Workers are required to stand on floors of concrete, metal, or conductive compositions. They are required to wear safety shoes, eye and hearing protection, occasionally wear protective clothing including gas mask, respirator, butyl rubber gloves and aprons, cotton caps, and coveralls. They are regularly subjected to dirt, noise, fumes, industrial chemicals, and variations of weather and extremes of heat and cold. They are regularly exposed to all types' explosives, propellants, pyrotechnic items and compounds and other irritants, i.e., nitroglycerin, trinitrotoluene (TNT), white phosphorous, red phosphorous, chlorobenzalmalononitrile (CS), cyanide (CN) and preservative compounds like pentachlorophenol (PCP), PA and PB. Adheres at all times to fire, safety and security regulations within assigned areas. Regularly exposed to the possibility of cuts, scrapes, bruises, abrasions, falls and injury from falling stock. Subject to exposure of explosive hazards and chemical fumes. Incumbent will work within an arc that has been identified as a plausible critical blast radius. Incumbent will be exposed to the possibility of explosion and flash fire.

  • This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.

Qualifications

AREA OF CONSIDERATION: This position is in the Excepted Federal Civil Service "under the authority of 32 U.S.C. 709", and is open to Category 1 & 3 Only.Category 1: All permanent/indefinite (T32 and T5) technicians employed by the agency WITH dual FL National Guard military membership; Category 3: All current military members of the Florida National Guard. First consideration will be given to Category 1. PCS: Permanent Change of Station (PCS) MAY be authorized. Authorization for payment of PCS expenses will be granted ONLY after determination is made that payment is in the best interest of the Florida National Guard. FLNG BUS Code 8888: This position is "excluded" and ineligible for labor organization representation. MILITARY GRADE(S): Warrant Officer/ Enlisted: CW4- E8 GENERAL EXPERIENCE: Must have experience or training which demonstrates the ability to use and maintain tools and equipment associated with the type of work to be done, and to understand and follow oral and written instructions. Experience which demonstrates the knowledge of and the ability to apply safety standards. SPECIALIZED EXPERIENCE: Must possess at least 1 year of experience or training which demonstrates a vast knowledge necessary to recommend serviceability and detect hazardous or nonstandard conditions of ammunition and explosive items by visual examination or by use of test equipment; technical knowledge of a variety of ammunition; experience of detonation and burning methods and procedures for the destruction of ammunition and explosives; experience reading, understanding and researching technical drawings, specifications, data sheets, serviceability standards, and technical manuals and references for ammunition and explosive items; experience of regulations and standards for safety in receiving, shipping, storing, and handling of ammunition and explosives; experience inspecting criteria related to commercial and military vehicles for unsafe mechanical conditions prior to loading with ammunition and explosives; experience with environmental rules and regulations to ensure the Ammunition Supply Point has no infractions; experience recognizing the various munitions and explosives to apply the proper procedure for inspecting; experience responding to unforeseen or emergency situations and be able to make immediate responses to emergency situations, determine the correct course of action to mitigate the problem.; experience operating motor vehicles and forklifts for loading/unloading, transportation, and storage of Ammunition and Explosive materials; experience planning, directing, and organizing work assignments for lower grade personnel; experience which required the review of work requirements and establish priorities to meet deadlines; experience with various lines of work performed by this function; experience supervising duties as evidenced by the ability to communicate knowledge of general supervisory concepts, and knowledge of shop processes; experience in adapting existing equipment and techniques to new situations.
