This position is located in a State Office in Wyoming. The incumbent serves as a Supervisory Loan Specialist, Business Program Staff. The incumbent is primarily responsible for program planning, policy development, administration, coordination and evaluation of the full scope of activities related to the State's rural utility and community facility loan, loan guarantee, and grant programs.
This is NOT a remote position. The incumbent must report for work at the listed duty location.
Duties
Responsibility for designing, planning, implementing, directing, coordinating, executing and evaluating program activities related to the loan guarantee, and grant programs, including processing loans and grants.
Provides for integration and adequate utilization of their services in furthering program objectives.
Directly supervises specialists and technicians and administratively oversees professionals assigned to the State Office Business Program Section.
Collaborates with the management team to develop and implement Rural Development?s marketing program for the state.
Requirements

- Subject to one year supervisory/managerial probationary period unless prior service is creditable. New USDA supervisors must successfully complete all components of the required training program before the end of their probationary period.

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.
Time in grade: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.
For GS-13 Specialized Experience: Applicants must have 1 year of specialized experience equivalent to at least the GS-12, or its non-Federal equivalent, that demonstrate thorough knowledge and understanding of complex commercial loan and business development grant making/servicing and credit principles and practices in order to assess the fundamental soundness of loans and grants, as well as demonstrating administrative and management capability and capacity to complete position requirements, which include: provides oversight and training in program implementation and administration; proficient at interpreting and applying agency regulations across a myriad of diverse programs; possesses thorough understanding of loan and grant legal instruments and documents; skilled at communicating orally and in writing to diverse audiences, including external and internal customers; maintain servicing activities on a variety of commercial loans and grants; and expert at directing and evaluating employees.
