Human Resources Assistant positions are located within the Navajo Area Indian Health Service at the following locations: Northern Navajo Medical Center, Shiprock, NM and Four Corners Healthcare Facility, Red Mesa, AZ. The incumbent will perform a variety of Human Resources technical and administrative support duties and will report directly to the Supervisory Human Resources Specialist at the Northern Navajo Medical Center, HR Office in Shiprock, NM.
Duties
Receives visitors and telephone calls and exercise judgement in screening calls and referring to other staff, personnel or divisions.
Process, verify, and maintain personnel related documentation, including staffing, recruitment, training, and performance evaluations.
Record data for each employee, including such information as addresses, weekly earnings, absences, and dates of and reasons for terminations.
Explain agency personnel policies, benefits, and procedures to employees or job applicants.
Answer questions regarding jobs, application eligibility, salaries, benefits, and other pertinent information.
Prepare and set up for new employee orientations.
Gather personnel records from other departments or employees.
Examine employee files to answer inquiries and provide information for personnel actions.
Search employee files to obtain information for authorized persons and organizations.
Compile and prepare reports and documents pertaining to personnel activities.
Qualifications
To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
MINIMUM QUALIFICATIONS: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks:
Specialized Experience: processing personnel paperwork, compiling and presenting data for reports, providing basic information on personnel matters; maintaining a variety of personnel and general administrative records and files; providing orientation, dealing with a variety of personnel actions; typing to accomplish word processing/office automation responsibilities; receiving visitors and telephone calls and exercising judgment in screening those which can be handled personally or be referred to other staff personnel or divisions.
OR
Four (4) years of education above the high school level. This education must have been obtained in an accredited business, secretarial or technical school, junior college, college or university
OR
A combination of education and experience that when combined fully meet the minimum qualifications for this position. Only education in excess of the first 60 semester hours is creditable toward meeting the specialized experience requirement. The total percentage must equal at least 100 percent to qualify an applicant for GS-05 grade level.
Time In Grade - Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).
