You will serve as an Engineer-in Charge for the ASW MK30 Target Kauai Operations Site of Naval Undersea Warfare Center Division Keyport (NAVUNSEAWARCENDIV KEYPORT WA) located in Kauai, Hawaii. The ND-4 pay band encompasses positions equivalent to GS-12 and GS-13. The ND-3 pay band encompasses positions equivalent to GS-9 and GS-11. The salary is dependent on the grade at which you are selected: ND-03: $53,786 - $93,437 ND-04: $71,877 - $133,176

Duties

You will serve as engineering lead/engineer in charge. You will perform as the subject matter expert for operations maintenance. You will adhere to engineering standards associated with the ASW MK30 Target, support processes and associated systems. You will lead engineering tasks, and assist and oversee in the technical, maintenance, and sustainment requirements associated with the MK30 in support of US Navy, Joint Forces and Foreign Military test and training operations. You will propose technical solutions and participate in-group planning meetings, briefings with other commands, conferences, and meetings with active duty personnel to acquire requirements and/or mission planning input.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Work may include frequent lifting of moderately heavy items weighing less than 50 pounds (i.e., 23 kilograms), such as equipment and samples.

Qualifications

ND-04: In addition to basic education requirements, your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower pay band ND-3 (GS-09 and GS-11 equivalent) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: As an Engineer providing management and oversight of engineering theory in mechanical, electronic, or electro-mechanical systems, systems engineering; engineering authorization compliance management and adherence; quality management; technical skills management; planning and execution of corrective and preventive maintenance, reliability assessments; planning, scheduling and executing of operations of anti-submarine warfare training target or unmanned vehicles. Education

Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

OR

Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. OR

Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above). The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A (above)

OR

Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.

The following education may be substituted for specialized experience as follows:FOR THE ND-03:
Successful completion of 2 years of progressively higher level graduate education leading to a master's degree. OR

Successful completion of a master's or equivalent graduate degree. OR

A combination of experience and education as described above that equates to one year of experience. Your percentage of the required education plus my percentage of the required experience equal one hundred percent.

NOTE: Education and experience may be combined for all grade levels for which both education and experience are acceptable.
