This position is located on the Ozark-St Francis National Forest in Russellville, AR and serves as Facilities and Fleet Operations Specialist responsible for building maintenance, plumbing, electrical, and mechanical equipment, as well as maintenance, inspection, procurement, and inventory control of the fleet and equipment. Duties

Duties listed are at the full performance GS-9 level. Manage all phases of the buildings and facilities maintenance program, including repair of mechanical, electrical, refrigeration, and pumping systems associated with specialized operations. Oversee repair and replacement of components of buildings, septic and water systems, electrical systems, heating and refrigeration systems, grounds maintenance, snow removal from walkways, paths, compound road system, parking lots and roofs. Provide technical assistance and advice to ensure availability of safe and serviceable automotive vehicles, fire equipment, construction and maintenance equipment, and other specialized equipment. Maintains contact with Facilities Engineer throughout the year to adjust expenditures as directed by unforeseen events. Evaluate equipment costs to use and make recommendations regarding efficiencies. Develop and maintain historical records, which documents costs and classifies work accomplished. Document, analyze, and provide recommendations to resolve technical problems that have occurred during the use period of equipment. As certified building inspector perform commercial and residential inspections. Act as Contracting Officer's Representative or inspector on contracts.

Qualifications

In order to qualify, you must meet the eligibility and qualifications requirements as defined below by the closing date of the announcement. Provide course descriptions as necessary. Specialized Experience Requirement: For the GS-07: You must have one year specialized experience equivalent to the GS-05 in the Federal service. Specialized experience is defined as one or more of the following: Performed a variety of clearly defined tasks involving aspects of facility or fleet operations; Receivedformal and on-the-job instructions and training on operations and functionality of various facilities within the organization; Exposed to such activities as overseeing repair and replacement of components of vehicles, equipment, or buildings, monitoring costs, and conducting condition surveys; Assigned basic tasks which provide exposure to procedures, work techniques, and actual operating situations fundamental to the facilities and/or fleet management; Assisted in monitoring and recommending vehicle and equipment readiness and repairs. OR One full year of graduate level education; Major field of study - engineering, industrial arts, property management, or business administration. OR An appropriate combination of graduate level education and specialized experience as described above. The education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work. For the GS-09: You must have one year specialized experience equivalent to the GS-07 in the Federal service. Specialized experience is defined as one or more of the following: Performed preventative maintenance, restoration, renovation and replacement of building, electrical, and mechanical equipment; Oversaw the repair and replacement of components of vehicles, equipment, or buildings, monitoring costs, and conducting condition surveys; Collected pertinent information and data, recording, writing of correspondence, reports, etc.; Performed diagnostic inspection of fleet vehicles or facility structures, related electrical and mechanical systems, and equipment; and/or Assisted engineers to ensure adequate maintenance or restoration of buildings and grounds, with minimum disruption. OR A master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related; The education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work. OR An appropriate combination of specialized experience and education (only graduate education in excess of 18 semester hours may be used to qualify applicants for this grade level). The education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.
