This position is located in the Department of Homeland Security (DHS), United States Coast Guard, Force Readiness Command, Training Division, Maritime Law Enforcement Academy (MLEA) in North Charleston, SC. 

Duties

This position is responsible for the analysis, design, development, implementation, and evaluation of human performance interventions and curricula to support products used by the Maritime Law Enforcement Academy and law enforcement field units.

Qualifications

Basic Requirements:Degree: Included or was supplemented by at least 24 semester hours appropriate to the work of the position to be filled. The course work must have included study in at least four of the following five areas: Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material. Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness. Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments. Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training. Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer software. In addition to the basic requirements above: Applicants must have one year of specialized experience equivalent to the GS-11 level in federal service. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Examples of specialized experience include: Performing instructional review; identifying performance improvements in a training program or instructional systems; applying human performance technology (HPT) concepts to produce innovative training tools and procedures; performing policy development; providing technical advice on training issues; and analyzing, designing, implementing and evaluating Advanced Distributed Learning (ADL). ORat least one of the following if using education to qualify at this grade level:(A) a Ph.D. or equivalent doctoral degree, if related OR (B) 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related.OR (C) A combination of specialized experience equivalent to the GS-09 level in or related to the work of this position AND education  graduate level education that provided the specific knowledge, skills and abilities to successfully perform the duties of this position and experience. Experience and education combinations are computed by first determining the total qualifying experience as a percentage of the experience required for the grade level; then determining the total of qualifying education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify at that grade level.National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
