The Budget Technician works within Environmental Management Service (EMS) located at the VA Puget Sound Health Care System Seattle. The employee, under general guidance of the Assistant Director, EMS performs routine budget administration functions in the formulation, execution, and review of assigned positions of the appropriated budget of assigned or supported service lines.

Duties

***THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION*** Major duties and responsibilities include: Coordinating and assisting in development, preparation, and justification of annual funding needs and revises the annual operating budget for a large Service Line. Gathering, comparing and correlating information concerning the projected cost of current and future programs and activities. Determining the costs/benefits of various courses of action or operational methods. Assisting in the formal budget presentations and informal reviews that take place within the VA Puget Sound Health Care System prior to submission. Following related budget execution policies and procedures. Reviewing requests for additional funds and unfinanced requirements submitted by Sections to assure consistency, accuracy and adherence to VHA policies and priorities. Assessing the accuracy and comprehensiveness of narrative justifications, data and assumptions. Preparing periodic budget execution reports, status of funds, actual/planned performance, deviation analysis, current trends, future projections and other reports as needed to ensure service line adherence to established polices and processes. Using statistical techniques to synthesize financial data, drawing conclusions and making recommendations on courses of action or policy/procedure changes, as well as periodic reports. IN ORDER TO QUALIFY FOR THIS POSITION AT THE GS-6 LEVEL YOU MUST MEET THE FOLLOWING: SPECIALIZED EXPERIENCE: You must have at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-5) in Federal Service that has given you the knowledge, skills, and abilities necessary to perform the duties of a Budget Technician. Specialized experience includes coordinating and assisting in development, preparation, and justification of annual funding needs; researching, compiling, and summarizing budget related data; assisting in formal budget presentations and informal reviews; following related budget execution policies and procedures; ensuring obligations incurred and resulting expenditures of funds are in accordance with existing laws and regulations. (THIS EXPERIENCE MUST BE SUPPORTED BY YOUR RESUME TO BE CREDITABLE.) However, there may be some walking, standing, bending and carrying of light items like papers or books. No special physical demands are required to perform the work. The work environment involves everyday risks or discomforts that require normal safety precautions typical of such places as offices, meeting and training rooms. The work area is adequately lighted, heated and ventilated.
