The primary purpose of this position is to serve as a security specialist supporting the various directorates and branches within the Personnel Recovery Academy (PRA). Position is directly responsible for all issues/aspects pertaining to Information, Personnel, Physical, and Industrial security disciplines supporting a National-level program directed by the (JCS) and the USAF Executive Agent.

Duties

Maintains specific program guidance relative to all security disciplines and ensures the complete protection of all sensitive program components. Manages and oversees various aspects and sub-elements of the unit's Information and Personnel Security Programs. Implements DOD, HQ USAF, and MAJCOM policies and develops local procedures for the classification and protection of classified national defense and other sensitive information originated or controlled by JPRA activities. Serves as a primary focal point for management of all ATFP-related programs/activities. Ensures compliance with DoD, USAF, and local directives for operational contingency responses.

Qualifications

This is a GG-11 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-11 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-11 level. Work Statement and Performance Level In order to qualify, you must meet the specialize experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: knowledge of resources protection, information, industrial, personnel, and physical security concepts, principles, and practices to plan and implement security programs in these area. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of resources protection, information, industrial, personnel, and physical security concepts, principles, and practices to plan and implement security programs in this area. Knowledge of required security training concepts, programs, procedures, and practices to assist managers in establishing and operating internal security programs. Knowledge of security guides, regulations, operational instructions, etc., which govern the oversight of Special Access Programs and security directives; regulations and guides governing compartmented, classified programs. Knowledge of Electronic Personnel Security Questionnaire (EPSQ) methods and guidelines; and ATFP plans, policies, and procedures. Skill in developing, analyzing, and evaluating security programs to meet mission requirements and improve the security program for the organization. Ability to communicate orally and in writing with personnel of all ranks from the US military services, both military and civilian, as well as individuals from other governmental agencies and civilian industry; and ability to establish effective professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment. CONDITIONS OF EMPLOYMENT CONTINUED: Position is designated special-sensitive and incumbent must be able to obtain and retain a TOP SECRET (TS) security clearance with access to Sensitive Compartmented Information (SCI). A non-disclosure agreement must be signed. Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. Department of Defense Security Fundamentals Professional Certification, and Physical Security Certification conferrals are required within 2 years of the established employee EOD or initial assignment date to this position in accordance with DOD 3305.13-M, DoD Security Accreditation and Certification. The listed certification requirements may not be deleted or modified without the written approval of the AF Security Functional Authority (SAF/AA) or their delegated security career field representative. This certification requirement only applies to employees hired onto this position on or after 14 March 2016. Incumbent employees assigned on or before 13 March 2016 are not required to obtain the DoD certification(s) listed above. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
