This position is in the Office of the Planning and Analytics Service at the John D Dingell VA Medical Center in Detroit, MI. The Facility Operations Specialist serves as the Infrastructure/Space Planner in the Office of Planning and Analytics, providing operations planning and support for the Detroit VA Healthcare System (DVAHCS). The purpose of this position is to provide planning for facility infrastructure, space, and signage in coordination with strategic operational and tactical plans.

Duties

Major duties include, but are not limited to: Incumbent coordinates all space management moves and space policies in coordination with senior management for the director. Co-chairs the Space Committee along with HSS to Chief of Staff and HSS to Patient Care Services, facilitates the Moves Workgroup, a multi-disciplinary group (examples of group members: Interior Designer, Architect, IT Specialist, Safety Specialist, Infection Control) that assesses and implements internal move requests and administers the LEAF process for each request from initial receipt through closeout. The incumbent will oversee the LEAF process for all space requests to include all new and existing facility space. The position performs physical space assessments and facilitates meetings with end users to determine the appropriate space assignment and scope of each move request. The incumbent serves as the conduit for information flow and management of facility space management. Collaborates with the Strategic Planner and other areas within the Planning and Analytics Service on key short- and long-range planning activities to include the development of appropriate facility strategic plans and policies. Ensures the Strategic Plan aligns with and supports the VISN, VHA and VA missions and objectives. Engages senior leadership in all aspects of strategic planning, particularly focusing on the establishment of strategic goals and supporting operating strategies that are efficient and mission focused. Provides critical input /advisement for the update of facility operational plans. Constructs responses to Requests for Proposals (RFP) from VISN and VHA offices which involve strategic initiatives and ensures that the DVAHCS response is of high quality and is consistent with VHA mission, vision, and goals. Monitors and manages incoming pertinent suspense items and requests from initial receipt to completion and closeout. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/30/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Individual Occupational Requirements: The 01640 Facility Opertaions Specialist occupational series has an Individual Occupational Requirement (IOR), that all candidates must meet in order to meet the basic qualifications of the position. Undergraduate and Graduate Education: Major study -- in engineering, industrial arts, property management, or business administration. Transcripts are required. or Specialized Experience(for positions above GS-5): Must have specialized experience that demonstrates the following: managing a maintenance program for office or apartment building complexes, hospitals, recreation facilities, military, or other special-purpose installations, including planning maintenance activities, and developing preventive maintenance programs; conducting surveillance activities over construction and maintenance operations performed by a variety of private contractors, including reviewing project plans and specifications for workability, informing contractors of construction and reporting requirements, and supervising operations for conformance with project plans.; and performing maintenance or construction work, including estimating material and labor costs for a variety of construction or maintenance projects (such as construction or maintenance of brick, frame, structural steel, reinforced concrete, and other type structures ranging from one- or two-story buildings to larger structures), directing actual work operations, and maintaining appropriate contacts with the organization funding the project. In addition to the basic qualifications listed above, you must also meet the grade level requirement of the position. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade, GS-11, in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: operating and maintaining buildings, grounds, and other facilities such as posts, bases, shipyards, depots, medical or health care facilities, power plants, navigation locks, parks, forests, and roadways; coordinating and directing work performed by a variety of trades and labor employees and requires broad knowledge of such work; overseeing strategic space planning and analysis; operating facility programs and services efficiently by assuring compliance with all certification, safety, fire prevention, and security program requirements; and knowledge of assessment tools for identifying current status, actual and potential problem areas, identifying and interpreting trends and significant factors, as well as knowledge of social, economic, and other conditions affecting performance of health care delivery systems, including population, demographics (Veterans and community), economics and budget. There is no educational substitution for the GS-12 level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is primarily sedentary with periods of walking; standing; bending; occasional travel to offsite facilities; and carrying of light items such as papers, books, or small parts.
