This position is located at Departmental Offices, Terrorism and Financial Intelligence-Office of Foreign Assets Control, OFAC. As an Enforcement Officer, you will be responsible for a wide variety of investigations of possible violations of the economic sanctions programs administered by OFAC, as well as participates in, and prepares recommendations for, the development of policy options concerning the implementation of enforcement strategies.
Duties
The following are the duties of this position at the GS-13. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.
Review lead information, prepare and serve administrative subpoenas, conduct open source and other research about targets and industries, interview witnesses, review documents, and speak with potential violators and their counsel.
Compile and analyze information collected during course of investigations and make oral and written recommendations with respect to proper disposition of cases.
Draft investigative recommendation memoranda, blocking and cease-and-desist orders, cautionary letters, Findings of Violations, Pre-Penalty Notices, Penalty Notices, settlement agreements, criminal referrals, and other formal administrative documents. Conduct settlement negotiations.
Coordinate with other Divisions within OFAC, including Licensing, Compliance, Global Targeting, and Policy, as well as OFAC counsel, on investigative and other matters relevant to enforcement activity.
Represent OFAC and the Office of Enforcement in Treasury and interagency meetings and public speaking engagements concerning enforcement activities and compliance considerations.
Qualifications
You must meet the following requirements by the closing date of this announcement.
Specialized experience for the GS-13: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service which has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience for this position is defined as experience and a working knowledge in ALL of the following:
Demonstrated work experience in the area of US economic sanctions administered by OFAC; AND
Conducting, coordinating, or overseeing investigations pertaining to the enforcement of or compliance with US laws and regulations; AND
Preparing written and verbal analytical products for managers on the basis of factual findings research and analyzed data.
Specialized experience for the GS-12: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service which has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience for this position is defined as experience and a working knowledge in the following:
Participating in investigations pertaining to the enforcement of or compliance with US laws and regulations related to economic sanctions or export controls; AND
Preparing analytical written reports for program managers on the basis of document findings, research, and analyzed data.
