The primary purpose of this position is to exercise technical and administrative supervision over subordinate workers in accomplishing trades and labor work of Water Treatment/Water Distribution system and Wastewater Reclamation Plants and associated equipment and facilities.

- Incumbent will be required to possess and maintain a current Title 17, Code of Regulations, State of California Wastewater treatment plant operators grade II/Water Treatment Plant Operators Grade II/Water Distribution System Grade II.
- This work may occasionally require travel away from the normal duty station on military or commercial aircraft.
- This work may require the employee to drive a motor vehicle. An appropriate, valid driver?s license may be required for the position.
- This work may require the employee to be a Government Purchase Card (GPC) holder and maintain purchasing records/documents.
- This work may occasionally require emergency overtime.
- Incumbent may be required to visually check the work of contractors for compliance with contract specifications on new construction and serve as a Contract Officer Representative (COR).
- Position requires the ability to discern colors and contrast.
- This position is designated as a key position IAW AFI 36-507, Mobilization of the Civilian Work Force. Duties
of this position are essential to the accomplishment of wartime/contingency operations.
- Incumbents of key positions must be removed from their military recall status if alternative for filling of the position during an emergency are not available.
Qualifications
In order to qualify, you must meet the quality level of experience requirements described in the Office of Personnel Management (OPM) Qualification Standards Handbook X-118C.
QUALIFICATIONS: Applicants will be rated in accordance with the OPM Qualification Standard Handbook X-118C for the WG-5400 Industrial Equipment Operation Family. Although a specific length of time and experience is not required for most blue-collar positions, you must meet any screen-out element listed, and show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties of the position at the level for which you are applying. Qualification requirements emphasis is on the quality of experience, not necessarily the length of time.
The screen out element for this position is the ability to do the work of a UTILITY SYSTEMS OPERATOR SUPERVISOR without more than normal supervision.
JOB ELEMENTS: Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of a wide range of principles, processes, and techniques of trade(s) and/or craft(s) supervised and personnel management policies, practices, and procedures, including sexual harassment and Equal Employment Opportunity/ Equal Employment Treatment.
2. Knowledge of safety regulations, practices, and procedures.
3. Knowledge of the use and maintenance of hand and power tools, equipment, and precision measuring and /or test equipment common to trades supervised.
4. Ability to read and interpret blueprints, diagrams, sketches, and technical specifications.
5. Ability to plan and organize work assignments to include determining resources required to accomplish mission.
6. Ability to communicate effectively, both orally and in writing.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
