This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: US Army Corps Engineer Huntington District, Operations and Readiness Division, Muskingum Area Walhonding Projects Office at Mohawk Dam located in Nellie OH.
Duties
Serves as Facility Manager for 4 to 6 water control facilities which provide flood control, water supply, and recreational and natural resources.
Develops long-range plans and programs for the operation, maintenance, improvement, and protection of facilities, systems, equipment, ground, shorelines, and channels.
Coordinates the development of overall work plans, methods and techniques to cover normal and emergency work/response program requirements.
Establishes priorities, schedules, technical engineering requirements, budgetary requirements, contractual requirements, and manpower needs.
Provides detailed specifications of work to be contracted, reviews plans and specifications for performance of work, estimates of time, materials, equipment and costs.
Reviews technical and general specifications for contracting requirements.
Furnishes and reviews specifications or detail descriptions of commercial, industrial, and nonstandard supplies, materials and equipment to the Purchasing Agent.
Manages the hazardous and toxic materials program, solid waste program, and pesticide programs in compliance with EPA and state rules and regulations.
Determines requirements for licenses and certificates for operation of water and sewage treatment plants, operation of vehicles, boats, and equipment; maintains suspense files to assure the timely renewal of all licenses and certificates.
Supervises the day-to-day operation and maintenance of the flood control structures, levees and pump stations, their outlet works and appurtenances, including a comprehensive preventive maintenance inspection program.
Provides assistance to local communities during emergency situations.
Prepares initial budgets for assigned projects, forwarding them to the Area Operations Manager.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This is a Drug Testing Designated position.
- Must possess/obtain and maintain: Government driver's license, crane operator's license, boat operator's license, and COR (Contracting Officer's Representative) authority.
- Temporary Duty Travel (TDY) is required 10% of the duty time.
Qualifications
Works under the general supervision of the Area Operations Manager, who provides overall objectives and available resources; delegates broad authority to establish priorities, schedules and supervision of individual sites; prioritizes individual project work plans; develops methods and techniques to cover work/response program requirements.

Specialized Experience: One year of specialized experience which includes management and /or execution of budget and technical experience in recreation management and/or natural resource management and/or flood risk management and or facility maintenance. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: engineering, industrial arts, property management, or business administration.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
