This position is a Supervisory Fish Biologist (Project Leader), GS- 0482-13 working in Genoa, Wisconsin for the R3-Genoa National Fish Hatchery.

Duties

Serves as Project Leader of a large multifaceted aquatic species propagation facility with the following major roles: Management of an isolation facility for future broodstock from wild strains of lake trout, coaster brook trout, and lake herring for future restoration efforts in the Great Lakes. Management of a mussel refugia to protect and hold native mussels due to invasive species and environmental impacts. Development and implementation of mussel culture techniques and propagation programs to reintroduce and restore native, threatened, and endangered mussels. Management of egg collection, propagation, and stocking of multiple strains of lake sturgeon for restoration efforts across the country. Provides recreational angling opportunity through propagation and stocking of various warm and cool water fish species across the Region and on Military Installations. Supports tribal trust responsibilities through propagation and stocking of multiple species in tribal waters. Supports development of propagation techniques for novel species such as Hines Emerald Dragonflies. Plans, evaluates, and executes public outreach activities and opportunities associated with the hatchery in the surrounding community, with other agencies, and local Congressional delegations. Prepares strategic plans for the implementation of production, stocking and distribution of difficult to culture species, prevention of disease outbreaks, and maintenance of facilities at the hatchery, in the context of national and Region 3 Fisheries program policy and guidance. Analyzes changing situations or new developments to determine their impact on primary goals and objectives that have been established for the protection, conservation, management, and propagation of aquatic species, and develops operational recommendations for implementation through all facets of Region 3 Fisheries program operations. Responsible for supplying information to the Fish and Fish/Egg Request System, coordinating requests with cooperators, Fish and Wildlife Conservation Offices, National Wildlife Refuges, other Service field stations, Washington Office staff, other Service regions, State contacts, and Native American governments.

Qualifications

Only experience and education obtained by 09/15/2023 will be considered. In order to qualify for this position you must possess both the Basic Requirement and Minimum Qualification. Basic Requirement: Degree: major in biological science that included at least 6 semester hours in aquatic subjects such as limnology, ichthyology, fishery biology, aquatic botany, aquatic fauna, oceanography, fish culture, or related courses in the field of fishery biology; and at least 12 semester hours in the animal sciences in such subjects as general zoology, vertebrate zoology, comparative anatomy, physiology, entomology, parasitology, ecology, cellular biology, genetics, or research in these fields. (Excess course work in aquatic subjects may be used to meet this requirement.) OR Combination of education and experience: courses equivalent to a major in biological science (i.e., at least 30 semester hours), of which a minimum of 6 semester hours were in aquatic subjects and 12 semester hours were in the animal sciences, as shown above, plus appropriate experience or additional education. Minimum Qualification: One year of specialized experience comparable in scope and responsibility equivalent to grade GS-12 in the Federal service. Experience may include 1) assisting in the development, implementation, and coordination of hatchery data collection for evaluation of hatchery operations and management practices; 2) planning, organizing, and conducting administrative functions such as property management, budget and finance, procurement, and safety; 3) conducting a variety of management actions to produce, rear, and release healthy fish for both harvest and population restoration efforts ; 4) preparing responses regarding hatchery issues to other federal agencies, state agencies, Tribal organizations, and other interested parties to provide requested information within established office guidelines and in conformance with agency and departmental policy; 5) conducting a variety of feeding and treatment scenarios to maintain all life stages of fish species under culture; and 6) supervising, directing the work of, and/or training a diverse professional and wage grade staff in all aspects of cold water fish culture. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
