As a Supervisory Records and Information Management Specialist in the Information Management Branch of Marketing and Regulatory Programs (MRP) Business Services, Information Technology Division, you will serve as the Records, Electronic Discovery (eDiscovery), and Issuances Section Chief, responsible for overseeing the Records Management, Issuances, and APHIS eDiscovery programs, supervising program staff, and performing highly complex records management work.

Duties

The duties may include, but are not limited to: Serving as a senior subject matter expert in records management, providing technical leadership and assistance to staff and program officials. Performing records management work including planning, controlling, directing, organizing, training, promoting, and other activities involved with respect to records creation, maintenance and use, and disposition. Formulating policy for the organization and developing plans for policy implementation. Implementing effective controls over the creation, organization, maintenance, use, preservation, disposition of program records. Advising on electronic records management, including digital transformation, IT system requirements, and long-term preservation. Executing a continual program-wide compliance inspection and evaluation program. Providing customer support to program staff. Performing section leadership activities, such as: collecting metrics, reporting, planning, management analysis, and developing internal procedures. Performing the full range of supervisory duties.

  • Subject to one year supervisory/managerial probationary period unless prior service is creditable. New USDA supervisors must successfully complete all components of the required training program before the end of their probationary period.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. FOR THE GS-14 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-13 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates: Writing Records Management policy, guidance, and operating procedures documents; Conducting Records Management compliance inspections; Drafting records schedules; Managing the transition to electronic recordkeeping; Developing and presenting Records Management training; Providing program briefings on Records Management to senior officials. Note: There is no education substitution for this grade level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
