About the Position: Serves as Supervisory Archivist for the Library and Archives Branch, Field Programs and Historical Services directorate, U.S. Army Center of Military History. Performs a full range of duties to include plans and carries out branch work projects, resolving most problems that arise. Supervisor keeps management informed of progress and of any potentially controversial issues.

Duties

Supervises subordinate librarians and archivists. Coordinates with the National Archives and other agencies on EO related issues, to ensure the proper retirement of records, policies, Army regulations and procedures are followed. Directs CMH library and staff by providing a variety of research and administrative services essential to the accomplishment of every element of the Center of Military History's (CMH) mission. Serve as the CMH Freedom of Information Act (FOIA) officer by employing professional judgment in conjunction with FOIA guidance to respond efficiently and in accordance with all standards and practices with applicable regulations and directives.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to obtain and maintain a Top Secret security clearance.
  • One-year supervisory probationary period may be required. A one-year probationary period is required if the selectee has not previously met this requirement.
  • Moderate to heavy lifting up to 10 pounds is required.
  • This position is a Testing Designated Position subject to applicant testing and random drug testing. Selectees will be required to sign DA Form 5019 requiring participation in random drug urinalysis testing.

Degree: Bachelor's degree (or higher degree) in archival science; or bachelor's degree (or higher degree) with a major that includes 18 semester hours in archival science, history and/or in political science or government, and 12 semester hours in one or any combination of the following: archival science, history, American civilization, economics, political science, public administration, or government. OR B. Combination of Education and Experience: At least 30 semester hours of courses, as shown in A above, plus appropriate experience or additional education. Acceptable experience must have been in archival science, or in a directly related field of work such as history that involved the collection, appraisal, analysis, or synthesis of information having historical or archival values. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes utilizing automated records and information management systems to identify, request, capture, and maintain relevant historical classified information; evaluating classified records to ensure compliance with regulations such as Executive Order (EO) 13526, Automatic Declassification; and coordinating with internal and external agencies such as Record Holding Centers, Historical Institutes, and National Archives and Records Administration (NARA) to obtain classified records. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS12). You will be evaluated on the basis of your level of competency in the following areas: Administration and ManagementInformation ManagementOral CommunicationWriting Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
