ABOUT THE POSITION: The U.S. Army Medical Research Institute of Infectious Diseases (USAMRIID), a subordinate research laboratory under the U.S. Army Medical Research and Materiel Command, is the lead medical biological defense research laboratory for the DOD Chemical Biological Defense Program. Duties

Provide expert review of research protocols involving the use of animals to ensure regulatory compliance with applicable laws, regulations, policies, and guidelines such as Department of Defense Instruction 3216.01 and Army Regulation 40-33. Conduct onsite assessments of animal care and use programs at Department of Defense (DoD) laboratories and non-DoD institutions conducting DoD funded research. Interact clearly and professionally in both oral and written communication with investigators, funding agency representatives, and facility staffs to convey recommendations, requirements, and/or questions regarding animal work. Ensure all protocol review actions and data are entered into a record database. Serve as an informational resource on animal use issues for administrative staff as well as office customers.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Temporary Duty (TDY) Travel is 5%.
  • Must be able to obtain and maintain Secret Security Clearance.
  • Mission Essential: Incumbent is required to report during contingency, natural disasters, extreme weather situations, or other emergency situations.
  • Personal Protective Equipment (PPE) at the Biosafety Level-2 may be required to be worn for entry into animal and laboratory spaces.

Qualifications

USAMRIID is participating in an alternative personnel system known as the Personnel Demonstration Project (PDP). The DJ-04 payband is equivalent to the GS-13 step 1 to GS-14 step 10 level. In keeping with the Demonstration pay fixing policies, employees earning a salary that falls within this payband equivalent, will not receive an immediate pay increase (promotion) if appointed to this position. Future pay increases within the payband will be accomplished through the pay for performance management system. SPECIALIZED EXPERIENCE: One year of specialized experience which includes: (1) Experience reviewing protocols to ensure the use of animals is in compliance with applicable laws, regulations, policies, and guidelines; (2) Experience participating in inspections of animal care and use programs; AND (3) Experience developing reports and/or evaluations from animal use review assessments. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (DJ-02/GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: animal biology, zoology, etc. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
