Duties
You will serve as a CIVPERS PROGRAM ANALYST in the Manpower and Personnel Directorate (N1), Staff of the Commander, Naval Surface Force Atlantic (CNSL), NORFOLK NAVAL BASE, NORFOLK, VA.
You will plan, develop, direct, implement, evaluate and administer manpower procedures and policies.
You will establish, prepare, present and maintain long-range (5-7 year) requirements and planning guidance in accordance with DON, USFFC and CNSL broad program policies and objectives.
You will determine, organize, conduct and direct complex team research and special study projects to resolve problems, change procedures, evaluate concepts and the initial application of new methods.
You will develop, maintain and provide to command management and supervisors, metrics and statistical data associated with awards and the other pay and allowances.

Qualifications
GS-13: Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector:
Experience applying civilian personnel management principles and methods to process recruitments, promotions, separations, and pay actions;
Experience evaluating internal and external HR policies and ensuring that actions are consistent with regulatory requirements.
Experience directing and applying a wide range of qualitative and quantitative analytical and statistical methods to complex studies or special projects in order to identify areas of deficiency not previously identified and to evaluate manpower and personnel program effectiveness and efficiency.
Experience utilizing a variety of automated systems to manage and track personnel assignments, performance ratings, incentive awards, leave usage, and personnel actions.
GS-12: Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector:
Experience analyzing CIVPERS related data and report to senior leadership and makes appropriate recommendations.
Experience navigating the various HRIS including DCPDS, TWMS, HR Link for personnel applications and possess excellent written and oral communications.
Experience developing new and revised procedures, methods, and techniques to keep pace with changing technology, policies, and objectives.
