This position is part of the Bureau of Land Management in the Medford or Roseburg District. Duties will be developmental in nature when filled below the full performance level. Promotion to the full performance level is neither guaranteed nor implied and will be based solely on your ability to satisfactorily perform the work of the position, existing work at the higher grade level, and recommendation by the position's supervisor.

Duties

Salary Ranges: GS-05: $37,696 - $49,009 GS-07: $46,696 - $60,703 GS-09: $57,118 - $74,250 This position is responsible for adjudicating rights and privileges under the laws that govern the use and disposition of public lands and resources. They research and make decisions on applications and claims for land use, minerals leasing, and mining on public lands. Their careful work ensures that rights granted will be in compliance with laws and regulations. The individual performs a variety of case actions including Recreation and Public Purposes Act conveyances and reconveyances, Color-of-Title applications, withdrawal applications, exchanges, acquisitions, land classification and disposition, occupancy and use, grants, and sales, leases and permits. The position processes applications, claims, and requests for information encompassing the broad range of lands or mineral leasing and mining laws. The incumbent must be knowledgeable of public and real property laws and implementing regulations; must have the ability to read and understand legal land descriptions, land titles, and tract maps; must have the ability to interpret and apply public land and related laws and regulations to diverse situations; and must have the ability to read and understand legal documents and analyze numerous facts and determine their acceptability and completeness. The incumbent develops facts and evidence related to land patent applications, prepares records notation requests and examines land records for conflicts with surveys, land title, segregation or land withdrawals, and applies appropriate laws, policies, and regulations. The position researches BLM and other land records to determine land ownership, types of ownership, rights, encumbrances, withdrawals, restrictions, and other land status for case processing or public inquiries. The incumbent must be able to communicate and work well with others internally and externally. Prepares notices for publication in the Federal Register.

Requirements

Qualifications

In order to qualify, you must meet the experience and/or education requirements described below. Your resume must clearly describe your relevant experience. If qualifying based on education, a copy of your unofficial transcripts must be provided with your application. MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience and/or education for the respective grade level in which you are applying. GS-05: General Experience: Three (3) years of general experience, one (1) year of which was equivalent to at least the GS-4 grade level in the Federal service (obtained either in the private or public sectors) that provided a familiarity with real property laws and legal land descriptions, land titles, tract maps, and legal documents, or other experience that involved explanation, application, or interpretation of laws, regulations, policies, etc. Such experience may have been gained in positions such as law clerk, claims examiner, contact representative, or other work dealing with laws, rules, regulations, procedures, etc. OR Education: Successfully completed at least a 4-year course of study leading to a bachelor's degree in any field of study from an accredited college or university. (NOTE: You must include transcripts.) OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 36. Then divide your total number of completed undergraduate semester hours (or equivalent) by 120. Add the two percentages.(NOTE: You must submit a copy of your transcripts.) GS-07: Specialized Experience: Applicants must have one full year of specialized experience comparable in scope and responsibility to the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing the following in a developmental capacity: (1) examining applications or claims for disposal, use of, or title to public lands; (2) applying general law practices and legal transactions related to acquisition, lease, or disposal; (3) preparing routine correspondence regarding land actions; (4) utilizing various system applications to collect, enter, update, or maintain data. OR Education: Have one full year (18 semester hours) of graduate education (including law school) that included or was supplemented by 12 semester hours of course work related to the administration of land laws. Examples include course work in land surveying, cartography, land use law, real estate law, land appraising, land use planning, water rights, mining laws, or legal instrument review and interpretation. NOTE: You must submit transcripts that show required coursework. OR Have successfully completed a Bachelor's degree from an accredited college or university with at least 12 semester hours of course work related to the administration of land laws, which provided the knowledge, skills, and abilities necessary to do the work of this position, and meet one of the following requirements for Superior Academic Achievement at the undergraduate level: 1) Class standing -- Graduated in the upper third of the class based on completed courses in the college, university, or major subdivision; 2) Grade-Point Average (G.P.A.)- 2.95 or higher out of a possible 4.0 scale as recorded on official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or 3.5 or higher out of a possible 4.0 based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum; or 3) Election to membership in a national scholastic honor society. NOTE: You must submit transcripts that show required coursework. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 18. Add the two percentages. Note: You must submit a copy of your transcripts. GS-09: Specialized Experience: Applicants must have one full year of specialized experience comparable in scope and responsibility to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing the following: (1) adjudicating lands cases such as applications for lease issuance, disposal, etc., for accuracy and completeness; (2) utilizing general law practices in examining/interpreting records involving acquisition, lease, or disposal of land; (3) researching/reviewing land records or title documents to determine land ownership, encumbrances, or other land status; (4) evaluating quality and integrity of collected data according to quality control standards. OR Education: Have 2 years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree from an accredited college or university in a directly related field of study which provided the knowledge, skills, and abilities necessary to do the work of this position or LL.B. or J.D., if related. Examples include land surveying, cartography, land use law, real estate law, land appraising, land use planning, water rights, mining laws, or legal instrument review and interpretation. NOTE: You must submit a copy of your transcripts. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. NOTE: You must submit a copy of your transcripts. Status merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. GS-07: One year at the GS-05 is required to meet the time-in-grade requirements for the GS-07 level. GS-09: One year at the GS-07 is required to meet the time-in-grade requirements for the GS-09 level. GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
