You will serve as a MANAGEMENT AND PROGRAM ANALYST in the BUSINESS DEPARTMENT, RESOURCE MANAGEMENT DIVISION of NAVSUP FLT LOGISTICS CNTR PUGET SOUND.
Duties
You will ensures compliance with policies and federal laws while implementing internal controls to
reduce fraud, waste, and abuse risks.
You will advise managers on noncontroversial organization or program related issues which many involve: identifying decision-making alternatives; appraising success in meeting goals; or recommendations for resolving administrative problems.
You will develop and train personnel and continually respond to new training requirements which may be conducted in person, via teleconference or through online training portals.
You will maintain approved Financial Improvement and Audit Readiness processes and ensure compliance with approved plans; responding to internal and external audits for assigned programs.
You will review and analyze budget estimates including accelerated labor and non-labor costs for
consistency with previous estimates, current program operations, and anticipated changes in staffing
and/or funding levels.
You will assist in preparation of monthly financial reports, including updated year-end projections,
and briefs customer departments upon request
You will provide guidance and advise senior management on changes to official Government travel
regulations; ensuring travelers are fully apprised and understand the policies applicable as a
Government sponsored traveler.
You will review and make the final assessment on all travel vouchers or claim liquidation requests to
ensure supporting documents and/or receipts are attached and claimed reimbursements are
entitlements authorized by the travel orders.
Requirements

Qualifications
FOR GS-11:
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Utilizing automated systems in order to effectively and efficiently process, input, update, audit and manipulate data files for work operations, progress reports and analytical studies; 2) Conducting analyses of metrics and demographic data for the purpose of identifying dependent and independent variables, causal factors, and trends; 3) Preparing and presenting complex analyses, findings, and recommendations to senior civilian and military managers; 4) Activating/deactivating Government Travel Charge Card (GTCC) in conjunction with official travel, obtaining new or lost cards, reporting lost or stolen cards, and closing accounts no longer being used by utilizing a knowledge of the Government Commercial Purchase Card (GCPC) and Government Travel Charge Card; and 5) Operating various Navy IT systems and software functionality such as: Navy's ERP System, Defense Travel System (DTS), The Defense Civilian Payroll System (DCPS), and Defense Civilian Personnel Data System (DCPDS), Government Travel Charge Card (GTCC) and Government Commercial Purchase Card (GCPC).
FOR GS-09:

Ph.D. or equivalent doctoral degree

3 full years of progressively higher level graduate education leading to such a degree

master's or equivalent graduate degree
or
2 full years of progressively higher level graduate education leading to such a degree
or
LL.B. or J.D., if related
