About the Position: This is a Program Manager, GS-0340-14 position with the U.S. Army Corps of Engineers, Southwestern Division (SWD), Fort Worth District, Programs and Project Management Division (PPMD).
This is a Time-Limited Position: This position may be filled as a temporary promotion NTE 1 year by a current permanent Army employee. Temporary promotions may be extended up to a maximum of five years and may be made permanent without further competition.
Duties
Serves as senior Program Manager for specific programs with responsibility for exercising management and operational control over the assigned programs.
Manages a variety of special, one-of-a-kind regional-wide programs/projects critical to the accomplishment of the USACE and Southwestern Division mission.
Develops standard methods and procedures to be used throughout the program in managing assigned projects and funds; develops and submits budgets, as required, for installation support/planning charrettes/acquisition/design/construction, etc.
Prepares and interprets policy relating to installation support, planning charrettes, design and construction management, work authorizations and funds and other pertinent matters.
Monitors the progress of priority and/or high visibility program segments and projects and keeps informed of progress through the review of reports, programming documents, funds authorization documents, and other program material.
Provides program guidance, conformance with criteria, and compliance with policies and procedures.
Represents the Fort Worth District in installation support, planning, programming and review conferences with Executive-level customers to ascertain operational requirements and future plans.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. SPECIALIZED EXPERIENCE: One year of specialized experience which includes: 1) managing a program comprised of multi-year military, civil, or reimbursable funded design and construction projects; AND 2) participating in federal or non-federal meetings to discuss program policies and facilitate resolution of projects issues; AND 3) ensuring projects follow established project delivery processes; AND 4) developing project specific project management plans (i.e. including schedule, costs, scope, acquisition planning, quality and risk management). This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).
Selectee will be required to work in one of the following areas: Fort Worth, TX, Fort Cavazos, TX or Dyess Air Force Base, TX.
