The primary purpose of this position is to serve as the lead programmer for the Air Force Military Intelligence Program (MIP).
Military Intelligence Resources Division, Deputy Chief of Staff, Intelligence, Surveillance and Reconaissance Headquarters United States Air Force, the Pentagon, Washington, District of Columbia
Duties
Develops, interprets, and implements policies and procedures needed fir the effective planning, programming, and budgeting of AF MIP resources, equipment, and support; plans, organizes, and oversees the development of the Air Force POM and ensures operational requirements are balanced within fiscal constraints.
Serves as the MIP Division's lead analyst for all matters pertaining to planning, programming, budgeting, and execution of the resources funded in the Air Force Program Objective Memorandum (POM), the Air Force Program Decision Memorandum (PDM), and the Air Force Program Budget Decision (PBD).
Oversees the compilation and approval of the MIP Congressional Budget Justification Books (CJB). Reviews inputs and analyzes the narrative and budgetary data for all intelligence resource activities for which AF JSR has primary or collateral responsibilities.
Maintains a continuous liaison with Headquarters, Air Force (HAF) directorates, the Intelligence Community (IC), other service counterparts, and DoD offices to integrate Air Force POM support actions.
Perform other functions as directed, conducts self-initiated tasks, and participates development in accordance with the incumbent's Individual Development Plan (IDP).

- All new DCIPS employees are required to complete a two-year DCIPS trial period.
- Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI). Must be able to obtain and maintain a Top Secret clearance with access to Sensitive Compartmented Information (SCI).
- TRAVEL AND RELOCATION EXPENSES WILL BE PAID in accordance with the JTR AND AFMAN 36-606.

- Incumbent may be required to travel by regularly scheduled passenger military or commercial aircraft in performance of TDY. Successful performance of duties may require travel 20 to 30 precent of the time.
- This position has been designated by the Air Force as Testing Designated Position (TDP) under the air Force Civilian Testing Program.
- Illegal drug use by employees in sensitive positions present a clear threat to the mission of the Air Force, national security, and public safety.

- Incumbent must be eligible for assignment to sensitive duties and must meet the investigative requirements thereof. The incumbent must undergo a Special Background Investigative and receive favorable adjudication.
- By the determining authority and must be eligible for a TOP SECRET clearance and access to Sensitive Compartmented Information (SCI). A non-disclosure agreement must be signed. Subject to mandatory drug testing.
- Overtime may be required as workload demands.
Qualifications
In order to qualify, you must meet the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
This is a GG-14 position in the Defense Civilian Intelligence personnel System (DCIPS). The GG-14 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-14 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.
EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: knowledge of functional plans, policies, programs, and systems engaged in the collection, analysis, processing, dissemination, and production of intelligence combined with knowledge of financial programming and budgeting intricacies of intelligence funding sources. This knowledge is applied to planning and analyzing all major AF ISR programs. Functional intelligence program expertise and financial programming knowledge are applied to provide expert technical analysis and guidance concerning shifting of resources in response to changes in priorities and requirements. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. A comprehensive knowledge of functional plans, policies, programs, and systems engaged in the collection, analysis, processing, dissemination, and production of Intelligence, Surveillance, and Reconnaissance (ISR) and Information Operations (IO).
2. A comprehensive knowledge of the planning, programming, and budgeting regulations, guidelines, and processes, Incumbent is the leading authority on ISR resources and possesses a comprehensive knowledge of the DoD, IC, the Air Force Corporate Planning, Programming, and Budget Execution (PPBE).
3. A high degree of skill in analyzing and comparing cost benefits, cost projections, budgetary tradeoffs, fiscal strategies, and programmatic factors to produce fully justified options that can be presented to the senior levels of the Air Force, DoD, and the Intelligence Community.
4. A comprehensive knowledge understanding of the Military Intelligence Program. Ability to communicate effectively both orally and in writing using tact and diplomacy.
5. A comprehensive knowledge of Joint and combined operational doctrine; DoD organizational relationships at all levels; congressional, GAO, 0MB, and AF/JG reviews, audits, and investigation procedures.
6. A high degree of self-initiative and oral and written expression must be at the highest quality to clearly and accurately represent Air Force requirements, plans, and programs. A thorough understanding of DoD procedures concerning public health, safety, EEO, and security issues.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
