The primary purpose of this position is to serve as a Capability Integrator, and to plan, direct, organize, and implement the Capability Management Program. Serve as a Capability Integration subject matter expert (SME) to solve difficult technical problems, including providing technical advice to J3 and Command leadership that facilitates operational decision making.
Duties
Manages the Capability Management Program; maintains the Command's Capability Register of Record to aid in fires planning and execution.
Serves as a Capability Integration SME for the J3; serves as a strategist for capability resourcing, management, and employment, providing particular attention to the needs of an assigned Geographic Combatant Commands or Functional Combatant Commands.
Coordinates with USCYBERCOM staff and other DOD elements to provide support to fires planning processes.
Performs other related duties, as assigned.

- The employee must be able to obtain and maintain a TOP SECRET SCI clearance as a condition of employment and must complete a counterintelligence scope polygraph exam.
- The incumbent must meet NSA personnel security requirements outlined in NSA/CSS Policy 5-1.
- As an IA professional, the incumbent shall possess or obtain IAM Level II professional certifications, per DoD Directive 8570.1M.
Qualifications
In order to qualify, you must meet the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Information Technology Management .
This is a GG-13 position in the Cyber Excepted Service (CES). The GG-13 duties for the "Professional" work category are at the "Senior" work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.
NOTE: You must meet both the Basic Qualifications and Experience requirements stated below:
BASIC REQUIREMENTS: For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.
1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
3. EDUCATION: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree. Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.

EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include:knowledge of full spectrum cyberspace operations (CO) functions, techniques, and facilitating technologies and capabilities relevant to leveraging the DoD's classified and strategic computer networks in support of nation defense. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of full spectrum cyberspace operations (CO) functions, techniques, and facilitating technologies and capabilities relevant to leveraging the DoD's classified and strategic computer networks in support of nation defense.
Ability to conduct military/contingency and crisis action planning for CO to support the secure operations of national defense-critical IT assets, as well as to protect against, detect, and/or mitigate IT and cyberspace vulnerabilities.
Ability to lead and work collaboratively with other subject matter experts (SMEs) to develop strategies, policies, and technical controls; ability to communicate complex technical and programmatic information on CO, often in the form of orders, but also in verbal and visual operational updates, situation reports, and briefings.
Experience in application of CO concepts, practices, and capabilities to ensure the successful planning and execution of full spectrum fires.
Ability to work with and support operational-level CO teams through the DoD cyberspace program community to support their implementation of targeting orders.
Significant knowledge of offensive cyber capabilities, development practices, test and evaluation techniques and guidelines, and capability lifecycle management practices.
CONDITIONS OF EMPLOYMENT CONTINUED:
This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. Therefore, incumbent is required to: (a) refrain from the use of illegal drugs, and (b) if requested, submit to urinalysis testing. Incumbent may be selected for random drug testing and may be subject to reasonable suspicion testing and safety mishap or accident testing.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
