This position serves as the Facility Assistant Chief Supply Chain Officer (ACSCO), assisting the Facility Chief Supply Chain Officer (CSCO) with the development and integration of a supply chain that ensures the logistical requirement of the VA Health Care Systems and supported catchment areas are met.
Duties
Duties include, but may not be limited to the following:
Assists with the overseeing, guiding, managing and integrating of supply chain operations across the organization;
Plans and coordinates fiscal, acquisition, clinical and administrative operations;
Establishes, monitors and manages the performance and measurement of logistics functions for all aspects of the supply chain;
Conducts logistics audits, compliance reviews and program effectiveness/efficiency reviews;
Manages all activities involved in the supply chain management to include sourcing, procurement and logistics management activities;
Responsible for linking major business functions and processes within the organization into a cohesive and high performing business model;
Forecast planning and budget execution for supplies, subsistence, durable medical equipment, medical gases, expendable/non-expendable and capital equipment, inventory management, warehouse operations, transportation and distribution;
Leads and/or participates in regular meetings, ensuring logistics needs and requirements are being met;
Performs other related duties as assigned.
Work Schedule: Monday - Friday; 8:00 am - 4:30 pm
Telework: Adhoc telework may be available at supervisory discretion.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/29/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service.
An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience as described below:
Specialized Experience: To meet the minimum qualifications for this position, you must have at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-11) in the Federal Service, that is directly related to the work of the position and has equipped you with the particular knowledge, skills and abilities to successfully perform the duties as a Logistics Management Specialist.
Specialized experience includes, serving as a supply chain management leader, responsible for ensuring the logistical requirements of an organization are met; planning/coordinating and evaluating various operations to ensure the effectiveness and efficiency of a logistics program. Areas of knowledge and skill should include acquisition management, purchasing, transportation, distribution, inventory management and control, expendable and non-expendable equipment, and warehouse operations; experience assisting with budget formulation and forecasting of expenditures. At this level, candidates should possess experience in leading and/or managing a group with a variety of occupations.
You will be rated on the following Competencies for this position:

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: The work is primarily sedentary; however, the position is required to participate on environment of care rounds, Internal and External Quality Reviews, and external auditor site visits. These reviews include a review of work areas including warehouse, supply areas that require personal protective equipment such as OR and lab, and equipment disposition areas that involve removal of hazardous waste. This may require long periods of standing, walking, and/or maneuvering around moving or otherwise hazardous equipment such as forklifts, pallet jacks, and cart washers.
