Duties

Selection at the GS 05 or GS 07 level, the incumbent will perform the duties of the position, with a reduced level of responsibility and/or difficulty, while receiving on-the-job trainee assignments or other appropriate training. At full performance level, duties include, but not limited to, the following: Utilize the Bureau's automated land and records systems and other applications to document realty actions. formulate terms and conditions, mitigating measures, new or improved techniques to be used to reduce adverse environmental impacts. Prepare/request required reports and assessments that consider all issues. Calculate and determine routine realty and land cost recovery; rental and monitoring fees and bonds; and accurately determine land ownership and status.

  • REALTY POSITIONS ONLY-1170: Selectees w/less than 3 years exp. as a Realty Spec. (GS-1170) are req'd to attend a 3-part Lands and Realty Academy at BLM's National Training Center. Failure to complete/pass this Academy may result in your termination.

Qualifications

In order to be rated as qualified for this position, we must be able to determine that you meet the qualification requirements - please be sure to include this information in your resume. GS 05: You must possess three (3) full year of general experience, one (1) full year which was equivalent to the GS-04 level that is equivalent in difficulty and complexity as indicated by the following examples: 1) analyze problems to identify significant factors, gather pertinent data; and recognize solutions; 2) plan and organize work; 3) and communicate effectively orally and in writing. -OR- Education: Successfully completed a 4-year course of study leading to a bachelor's degree in any field. - OR- Combination of Education and Experience: You may meet qualifications requirement for this position with an equivalent combination of experience and appropriate undergraduate education. GS 07: You must possess one (1) full year of specialized experience at or equivalent to the GS-05 level that is equivalent in difficulty and complexity as indicated by the following examples: research and analytical skills in areas public lands realty case work (such as rights-of-way, temporary use permits, exchanges, public sales, recreation and public purposes leases/patents, airport leases/patents, land classification, withdrawal, State selections, trespasses, etc.) or other public lands use authorization. -OR- Education: Successfully completed (1) year of graduate education from an accredited college or university in a directly related field. - OR- Superior Academic Achievement (See OPM's General Policies, Application of Qualification Standards Section 4.f.) S.A.A. must have been gained in a curriculum that is qualifying for the position to be filled. -OR- Combination of Education and Experience: You may meet qualifications requirement for this position with an equivalent combination of specialized experience and appropriate graduate education. Graduate level education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. GS 09: You must possess one (1) full year of specialized experience at or equivalent to the GS-07 level that is equivalent in difficulty and complexity as indicated by the following examples: General knowledge of lands and realty practices; the Federal Land Policy and Management Act; National Environmental Policy Act; and Title 43 Code of Federal Regulations. Ability to effectively interpret and apply laws, regulations and policies for routine transactions. Understand the impact of construction on the environment and other resource activities. Read and interpret maps, aerial photos, and master title plats. Use automated records systems. Operate a 4WD vehicle in the field on unimproved roads. -OR- Education: Successfully completed a master`s or equivalent graduate degree from an accredited college or university in a directly related field - OR- Education: Successfully completed 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related. -OR- Combination of Education and Experience: You may meet qualifications requirement for this position with an equivalent combination of specialized experience and appropriate graduate education. Graduate level education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification requirements by the closing date of the announcement. Physical Demands: There may be some walking, standing, and/or bending, requiring normal physical exertion. Occasional onsite visits require physical ability to traverse remote rough country by cross country vehicles or by foot, sometimes in extreme climatic conditions to conduct field inspections. The field duties of this position require that the operate four-wheel drive vehicles on and off roads in isolated areas. Work Environment: The work environment varies from an office setting to working outside in isolated areas under adverse weather conditions. Will usually works alone while in the field. Temperatures in the field vary from minus 10 degrees Fahrenheit to 105 degrees Fahrenheit. Will adhere to all safety rules and regulations as prescribed in manuals/supplements or by the designated Safety Officer.
