The Visual Information Specialist (VIS) will be supporting the Public Affairs Officer (PAO). The position provides a full range of administrative services related to public affairs and medical media management for Amarillo VA Health Care System (AVAHCS), a multi-divisional, complex system, which provides the full continuum of medical care.

Duties

Major Duties: Responsible for design, artistic quality, and technical accuracy of graphic design used in publication emanating from AVAHCS. Conceives, creates, and designs the specific visual material to be used and determine its manner of presentation. Plans the design and layout and executes all visual efforts, including multimedia and corresponding messaging, in connection with the presentation of information using techniques and procedures in a variety of publications, brochures, and other printed matter requiring original design development. Studies submitted text to determine most efficient visual means to integrate work and art. Confers with authors and editors, and when required, tactfully recommends modifications to improve visual enhancement for full comprehension of subject matter by target audience. Reviews and coordinates work and assesses job quality and usefulness of illustrations in presenting information clearly. Identifies, recommends, and/or makes improvements to products, such as illustrations, highlighting, contrast, use of half tones, type size, graphics, etc. Analyzes, evaluates, designs, implements, and coordinates a variety of visual materials and messaging that relate to clinical issues, the medical care of veterans, and other health care matters of importance to AVACHS. Utilizes drawing instruments and computer graphics, digital capture, and traditional illustration techniques to execute illustrations/images that serve to attract the attention of potential readers and induce them to read the material. Textual illustrations may be designed to simply attract the eye or to epitomize and reinforce the ideas expressed in the text and aid in communicating a message to the reader. Evaluates the advantages and/or limitations of utilizing art media, methods, technologies, and materials in the layout and execution of illustrations. Provides clients, managers, and other employees with technical assistance on design issues. This includes providing guidance on such matters as the principles of visual design, or the methods to present subject matter information in a visual form that conveys the intended message to, or has the desired effect on, the audience. Advises on the technical advantages and disadvantages of various formats, styles, media, and methods of reproduction, suggesting those that will best meet the information objectives of each project. The Visual Information Specialist will have an integral role in overall project support. Work Schedule: Monday - Friday, 8:00am - 4:30pm Virtual: This is not a virtual position. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/31/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: designing, developing, and managing visual communications products including videography, photography, audiovisual production, graphic design, and multimedia. Transform spoken or written descriptions of items, processes, issues, or events into imagery and messaging without benefit of existing pictures, models, or diagrams. As well as utilize drawing instruments and computer graphics, digital capture, and traditional illustration techniques to execute illustrations/images that serve to attract the attention of potential readers and induce them to read the material. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond a master's degree. You will be rated on the following Competencies for this position: Communication and Media Oral communication Multimedia Technologies Manages and Organizes Information Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: Work involves walking, bending, climbing, stooping and some standing and sitting for extended periods of time; on location or at a computer terminal. The work requires manual dexterity, hand/eye coordination, and the ability to accurately perceive and sense color hues. On occasion, lifting and transportation of moderately heavy equipment (40 lbs) is required.
