This position is part of the Pension Benefit Guaranty Corporation, Office of Inspector General. The incumbent serves as an audit manager directing the development, implementation, and reporting of auditing activities including financial, procurement/contract, information technology and performance audits, evaluations, and other reviews.
Duties
Directs the development, implementation, and reporting of auditing at the federal or state government level in accordance with Generally Accepted Government Auditing Standards (GAGAS) and Quality Standards for Inspection and Evaluation (Blue Book).
Complete audits and evaluations that result in OIG reports, studies, and other products that outline audit conclusions and recommendations for improving the management of programs reviewed.
Manages projects based on audit work plans to ensure that professional standards are maintained in the planning, fieldwork, and reporting phases and in the accumulation of evidentiary data that is technically sound and meets OIG and GAGAS standards.
Provides auditing/accounting expertise in directing and coordinating teams work, including review and evaluation of work papers/reports, and implementing solutions to auditing problems, after evaluating alternatives and anticipating intended impact.
Select/assign staff to accomplish work. Sets goals and priorities, prepare schedules for completion of work. Revise work schedule to meet changes in workload. Evaluate staff work performance, provide technical advice, and resolve audit challenges.
Qualifications
All applicants at the GS-14 level must meet the following basic qualification:
A. Degree: accounting, auditing; or a degree including auditing courses in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. OR
B. Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
In addition to meeting the Basic Education Requirement listed above, all applicants must possess one year of specialized experience. At the GS-14 level, you must meet the following qualification:
One year of specialized experience equivalent to at least the GS-13 level. Specialized experience is that which has equipped the applicant with the competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Specialized experience includes leading a team in the completion of audits, evaluations, and/or reviews in accordance with GAO's Government Auditing Standards (Yellow Book 2018) and CIGIE's Quality Standards for Inspection and Evaluation (Blue Book - 2020) by directing, planning, and overseeing difficult and complex engagements; resolving unexpected problems, and adapting work plans accordingly; providing oral presentations to leadership to present findings, results and updates; reviewing written audit reports for technical competency and compliance with audit standards; and delivering final written reports on time.

TIME-IN-GRADE: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b).
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.
