As the alter ego to the Managing Director of Infrastructure Operations, oversees GAO's energy and sustainability projects, space design and planning for over 2 million square feet in Headquarters and 11 field offices across the United States, security and emergency management efforts, and records and privacy programs.

Duties

In collaboration with the Managing Director of IO, provides day-to-day oversight and administration to programs and functions in the Infrastructure Operations (IO) portfolio. These programs and functions include: facilities and management; records and privacy; security and emergency management; procurement of supplies and services; pre-employment suitability; badging and credentialing; background investigations; property management; fleet services; real property; facilities management; occupational safety and health; information security; personnel security; and protection services. Oversees IO program management functions to ensure IO has the resources and tools needed to execute its mission. These program management functions include: communications, policy development; internal controls and risk management; project management; contract oversight; budget development, planning, and execution; policy development and implementation; agency-wide training in security; and data analysis related to IO's programs and functions. Develops strategies to increase the efficiency and effectiveness of IO programs and functions. Interacts with the Executive Committee, senior-level officials inside and outside the agency, Chief Administrative Office units, mission teams, the union, and employee groups to resolve issues that have an agency-wide impact. Coordinates with the General Services Administration (GSA) to manage the acquisition and occupancy of GAO field offices that are located in commercially- and federally-owned and operated spaces across the country. Shares responsibility with the Managing Director of IO for the direction and management of IO programs to ensure IO's strategic goals and objectives are met. Oversees the implementation and execution of IO's enterprise risk management and internal control strategies to identify and mitigate potential problems in IO's programs and functions. Uses delegated managerial authority to direct the work of the team/unit; is held accountable for the success of the team/unit's line or staff functions; monitors and evaluates the progress of the organization toward meeting goals; and makes adjustments in objectives, work plans, schedules, and commitment of resources. You must meet the qualification requirements by 11:59 pm Eastern Time on the closing date of the announcement. If you are a federal employee, the level of experience we are looking for is typically gained in positions equivalent to the GS-14, GS-15, Senior Executive Service, or Senior Level levels. Technical qualifications The technical qualifications describe the necessary professional and technical knowledge, skills, and competencies needed to successfully perform the duties of this position. The technical qualifications for this position are: Experience collaborating with and advising the senior leadership of an organization to establish vision, implement solutions and monitor performance of an organization's complex administrative operations. Experience managing and overseeing a portfolio of administrative programs to improve the portfolio's performance. Examples of administrative programs include facilities management (such as nationwide property management and construction), security, and records management. Experience managing people (both within your supervision and across other administrative programs) and overseeing the coordination of procurement activities critical to leading a portfolio of administrative programs. Executive core qualifications (ECQs) The ECQs assess executive experience and potential.
