Duties
Responsible for the local implementation of national goals, targets, and objectives relating to environmental issues. Oversees the environmental program and may assist in planning, directing, and coordinating the implementation of local environmental policy. Responsible for local implementation of a comprehensive environmental management oversight program. Responsible for ensuring the local institution uses EMS as the primary management approach for addressing environmental aspects of internal operations and activities, including environmental aspects of energy and transportation functions, the establishment of agency objectives and targets to ensure implementation of this order, and the collection, analysis, and reporting of information to measure performance in the implementation of Executive Orders 13423 and 13514. Along with all other correctional institution employees, incumbent is charged with responsibility for maintaining security of the institution. The staff correctional responsibilities precede all others required by this position and is performed on a regular and recurring basis.

Qualifications
To be considered for the position, you must meet the following qualification requirements: Education: Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree OR LL.M., if related. OR Experience: You must have at least one year of specialized experience equivalent in difficulty and complexity to the next lower grade level in federal service. To be creditable, this experience must have equipped the applicant with the particular qualifications to successfully perform the duties of the position and must typically be in or related to the position to be filled. Some examples of this qualifying experience are:
Experience working with and knowledge of statutes, regulations, permit/licensing requirements and precedent decision governing environmental operations sufficient to use in planning, implementing, and monitoring local environmental compliance programs, environmental management systems, and pollution prevention programs.
Experience working with programs pertaining to Clean air Act, Clean Water Act, Resource Conservation and Recovery Act, Toxic Substances Control Act, Federal Insecticide and Rodenticide Act, and all other environmental areas.
Experience managing, administering, and coordinating the development, implementation, and review of environmental compliance programs.
OR Combination of Education and Experience: A combination of education and experience. This experience must have equipped you with the qualifications to perform the major duties of this position as described above. AND Selective Factor: The following Selective Factor must be included in the vacancy announcement. Applicants must possess one of the following certifications:
Institute of Hazardous Material Management (IHMM) Certified Hazardous Materials Manager (CHMM)
Institute of Hazardous Materials Managers (IHMM) Certified Hazardous Materials Practitioner (CHMP)
National Registry of Environmental Professionals (NREP) Certified Environmental Auditor or Certified Environmental Systems Manager
Board of Environmental, Health & Safety Auditor Certifications (BEAC)Certified Professional Environmental Auditor (CPEA).
