The Cincinnati OH VA Medical Center is seeking well-qualified candidates for Division Director, Assessment and Intensive Treatment. This individual will provide administrative and clinical leadership within the AIT Division within the Mental Health Care Line.

Duties

The Division Director of the Assessment and Intensive Treatment (AIT) Division is an administrative and clinical position that provides leadership and administrative control over all clinical services within the AIT Division within the Mental Health Care Line of the Cincinnati Veterans Administration Medical Center. The AIT Division includes programs of both inpatient and outpatient care. Programs include; 7 North Acute Inpatient Psychiatric Unit, Psychiatric Evaluation Center (PEC), Mental Health Intensive Case Management (MHICM), and Suicide Prevention Program. Duties include but not limited to: Holds regular staff meetings Works as a liaison to the Directors of the other Mental Health Care Line Divisions for AIT issues Provides administrative leadership Provides patient care within current field General oversight of clinical educational, and research activities. Provides insight over the programs of both inpatient and outpatient care. Serves as consultant/participant in orientation programs staff development and in-service training. Maintains cooperative and sharing relationships with other VA stations and community resources Promotes staff participation in the Staff Development Program develops, implements, monitors, and adjusts plans to effectively and cost-efficiently accomplish the mission of the MHCL within budgetary constraints Serves as a member of the Mental Health Care Line's Senior Management Team. In this capacity, the incumbent serves on numerous VISN, Medical Center and community Task Force and committees. Provides leadership and guidance in determining the resource needs of all organizational elements, distributing initial resource allocations, and adjusting resource allocations as dictated by a change in the program needs. Develops and implements systems and procedures for improving cost-effectiveness and productivity Serves as a member of the Mental Health Care Line's Senior Management Team. In this capacity, the incumbent serves on numerous VISN, Medical Center and community Task Force and committees. Develops both long and short-range policies and plans for the division by coordinating the administration needs of the division. Incumbent is responsible for making and implementing decisions directly affecting patient care and has the final line decision making authority under the MHCL Director. Incumbent must adapt the principles, practices, processes, and techniques common to any situation to the specialized requirements of the division. Exercises very wide latitude and independent judgment in program administration and decision making. Clinical Responsibilities: The incumbent provides a full range of mental health assessment services to patients. Such services are consistent with the incumbent's training and privileging. Provides a full range of therapeutic interventions including: individual, group, and family psychotherapy as well as psycho-educational classes for mental health patients. Consults with and serves as a resource for other medical center staff on a wide variety of patient care issues. Supervisory Controls: The incumbent reports to the Associate Chief of Staff of the Mental Health Care Line at the Cincinnati VA Medical Center and consults with the Chief of Social Work for discipline-specific areas of practice. The incumbent has direct supervisory authority over 2nd tier supervisors in the division as well as supervision of clinical staff. Qualifications

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Basic Requirements: The basic requirements for employment as a VHA psychologist are prescribed by Public Law 96-151 codified in 38 U.S.C. ? 7402. To qualify for appointment, all applicants for the position of psychologist in VHA must meet the following: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Education Licensure: Hold a full, current, and unrestricted license to practice psychology at the doctoral level in a State, Territory, or Commonwealth of the United States, or the District of Columbia. Board Certification: Persons hired to psychology positions in the VHA who completed an internship that was not accredited at the time the program was completed must be board certified by the American Board of Professional Psychology in a specialty area that is consistent with the assignment for which the applicant is to be employed. The board certificate must be current and the applicant must abide by the certifying body's requirement for continuing education. English Language Proficiency: May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Preferred Experience: Leadership Experience Grade Determinations: To qualify for GS-14 you must have: Experience. At least three years of experience as a professional psychologist, with at least one year equivalent to the GS-13 grade level. Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate all of the following KSAs: Ability to organize work, set priorities, delegate tasks, and meet multiple deadlines. Knowledge of and ability to utilize evidence based practices and clinical practice guidelines appropriately and ability to guide staff in using these tools. Ability to deal effectively with individuals or groups representing widely divergent backgrounds, interests, and points of view. Skill in managing and directing the work of others to accomplish program goals and objectives. Ability to translate management goals and objectives into well-coordinated and controlled work operations. Ability to establish and monitor production and performance priorities and standards. Ability to analyze organizational and operational problems and to develop and implement solutions that result in sound operation of the program. Assignment. For all assignments above the full performance level, the higher-level duties must consist of significant scope, complexity (difficulty), and variety, and be performed by the incumbent at least 25% of the time. Psychologist program managers have broad program management responsibilities for a specific program or programs that are designed to deliver specialized, complex, highly professional services that are important program components of the facility and that significantly impact the health care provided to Veterans. Programs include but are not limited to addiction, posttraumatic stress disorder (PTSD), mental health intensive case management (MHICM), mental health compensation and pension examination (C&P) programs, Psychosocial Rehabilitation and Recovery Centers, inpatient mental health, residential rehabilitation, domiciliary, palliative care, neuropsychology, and internship and postdoctoral fellowship training programs; management of an off campus site; psychology program oversight and coordination throughout the facility and its affiliated clinics as a psychology executive, typically at lower complexity facilities. Decisions made by the Program Manager affect staff and other resources associated with the programs managed and are made while exercising wide latitude and independent judgment. The type of program managed and scope of responsibility are critical aspects of the assignment at this level. Responsibilities include operation and management of key clinical, training, research, or administrative programs to include full responsibility for managing the day to day activities of those programs. Responsibility may include supervision of staff but is not required. Psychologist Program Managers are responsible for strategic planning to ensure the provision of high quality services to meet the needs of the Veterans being served and planning, and developing and implementing short- and long-term goals and objectives consistent with the program's strategic plan. They have oversight of administrative and programmatic resources and deploy those resources in support of the program needs. They develop and implement programs, policies, and procedures to meet program goals, VHA policy and external accreditation requirements, and monitor outcomes using data-driven quality assurance processes, and implement strategies for improvement based on data analysis. It occasionally requires carrying of light objects such as files, books and papers. Some walking, standing and bending is required. No special physical qualifications are required.
