The Deputy Assistant Administrator position is in the Office of Investigation, Enforcement and Audit (OIEA), OIEA is a large and complex program with headquarters and field offices throughout the United States that conducts food safety and food defense surveillance, investigations, audits and enforcement actions.

Duties

Leads a team of Staff Directors, Branch Chiefs and direct reporting specialist to achieve operational and mission excellence. Leads Program initiatives of a national and international scope. Provides expert leadership for agency-wide strategic planning, enterprise risk management, evaluation and internal controls that support Federal laws, regulations, policies and memoranda. Coordinates Agency data reporting, analysis, visualization, planning and standardization activities as it relates to meat, poultry, and egg products. Defends the program before outside third parties concerning complaints. Ensures food safety programs are accountable and continue to improve. Provides expertise on food safety laws and regulations. Advises leadership on the appropriate levels and types of resources needed for OIEA operations and Agency program delivery. Ensures Agency is adhering to outside statutory authorities as it relates to meat, poultry and egg products industries.

Requirements

  • You must be a US Citizen or US National.

  • Subject to satisfactory adjudication of background investigation and/or fingerprint check.
  • Subject to one-year supervisory/managerial probationary period unless prior service is creditable. New USDA supervisors must successfully complete all components of the required training program before the end of their probationary period.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. Time in grade: Applicants must meet one year at the next lower grade to be considered for the next higher grade (e.g., one year at the GS-14 grade level for consideration for the GS-15 grade level). For the GS-15 level: Applicants must have one year of specialized experience (equivalent to the GS-14 level) that demonstrates all the following: Experience indicating in-depth knowledge of resource management related functions and processes. Experience indicating in-depth knowledge of auditing and/or compliance procedures. Providing oversight and guidance on implementing staffing allocations, and planning for long-range staffing needs. Providing oversight and guidance relating to annual budget expenditures for a large, geographically dispersed organization. Performing/acting as a subject matter expert in agency wide procedures and policy application, providing guidance and advice to senior leadership. Supervising a diverse staff while leading administrative functions and varied administrative operations at the strategic level.
