This position is located within the Office of the Deputy Inspector General for Audit; Financial Management and Reporting (FMR) Directorate. In this position, you will serve as the Field Deputy Assistant Inspector General (AIG) for the FMR Directorate. There is one vacancy, which can be located in Cleveland, OH; Columbus, OH; or Indianapolis, IN.

Duties

Serve as the back-up to the AIG (Assistant Inspector General), supporting the completion of work products and accomplishment of organizational improvement goals. Maintains field presence, representing the AIG at field office meetings and conferences internally or externally when the AIG is unavailable. Assess the relevance and timing of audit plans, activities and schedules and ensures that they meet management objectives. Provide leadership, direction, and oversight to ensure that all audits assigned are conducted according to the scope and stated objectives, while ensuring audits progress in a timely manner. Provide review, analysis, guidance, technical assistance, and evaluation to ensure reports clearly and concisely state audit findings, conclusions, and recommendations in accordance with Generally Accepted Government Auditing Standards (GAGAS). Direct, coordinate, and monitor resources (staff, finances equipment) as well as supervise, mentor, and encourage staff in accomplishment their work.

Requirements

  • Must be a U.S. Citizen.
  • Position has been designated as TS/SCI (Sensitive Compartmented Information), Security designation level such as Special Sensitive. Incumbent is required to obtain and maintain a TS/SCI security clearance.

  • You may be required to complete a financial disclosure (OGE-450).
  • Incumbent is required to submit to urinalysis to screen for illegal drug use prior to appointment and is subject to random drug testing for the duration of service with DoD OIG.
  • Current DoD civilian employees are not required to submit to drug testing if moving from one Testing Designated Position (TDP) to another with no break in service, unless deemed appropriate on a case-by-case basis.
  • The incumbent must adhere to the DoD Standards of Conduct.

Qualifications

Basic Qualifications for the 0511 Series: Degree: accounting, auditing; or a degree including auditing courses in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. or Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following: Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements. You must have at least 52 weeks of specialized experience, equivalent to the GS-14 level in the Federal Service demonstrating: A leadership role in planning for, conducting, documenting, and reporting on Federal government operations through audits conducted in accordance with Generally Accepted Government Auditing Standards (GAGAS) and/or other policies. Experience in expressing information internally or externally in meetings or conferences, making clear and convincing oral and written presentations. Skill in leading and monitoring staff across one or more teams, appropriately directing and encouraging them to accomplish their work; and experience in developing budgets to support travel, training, and other support for assigned personnel. You must meet the minimum qualification requirements as stated in the Office of Personnel Management (OPM) Operating Manual, Qualification Standards for General Schedule Positions: Auditing Series 0511 (opm.gov) Paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual, community, student, social) is qualifying. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience. Qualification and time-in-grade requirements must be met by the closing date of this announcement. Applicants who have held a non-temporary General Schedule (GS) position within the last 52 weeks must meet the time-in-grade restriction.

Education

There is no substitution of education for the qualifying experienceat the GS-15 grade level.
