The Robert J. Dole VA Medical Center is seeking a highly qualified candidate for a Laborer position in Wichita Kansas. The incumbent performs heavy and burdensome labor tasks necessary for the maintenance of grounds, facility structures, buildings, and utility systems.

Duties

This announcement is for a Laborer position with Facilities Management Service, located at the Robert J. Dole VA Medical Center. The incumbent performs heavy and burdensome labor tasks necessary for the maintenance of grounds, facility structures, buildings, and utility systems. The duties of the Laborer consist of but are not limited to the following: Operates power equipment such as weed trimmers, power mowers (both riding and pushing), chain saws, edgers, street cleaners, and hand tools such as shovel, ax, etc. Removes debris off grass after mowing, policing of grounds, weeding parking islands and plant beds, sweeping and general clean up. Assists in the moving of furniture, materials, and supplies. Remove snow by common hand tools and equipment and spread deicer and sand where directed. Provide physical assistance to maintenance staff to complete repairs, installations, and other miscellaneous activities. Assists journeyman maintenance staff by carrying supplies, materials, tools, etc to job sites. Assist in other trades such as air conditioning, refrigeration, electrical, plumbing, steam piping, preventative maintenance, carpentry, painting, and boiler plant operations. Present an acceptable image to public and fellow employees using good work habits in a safe and mannerly fashion. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/11/2023. EXPERIENCE: A specific length of training and experience is not required, but you must show evidence of training or experience of sufficient scope and quality of your ability to do the work of this position. Evidence which demonstrates you possess the knowledge, skills, and ability to perform the duties of this position must be supported by detailed descriptions of such on your resume. Applicants will be rated in accordance with the OPM Federal Wage System Qualification Standards. SCREEN-OUT ELEMENT: Your qualifications will first be evaluated against the prescribed screen out element, which usually appears as question 1 in the on-line questionnaire. Those applicants who appear to possess at least the minimal acceptable qualification requirement are considered for further rating; those who do not are rated ineligible and are eliminated. The potential eligibles are then rated against the remainder of the Job Elements: Dexterity and SafetyInterpret Instructions, Specifications (other than blueprint reading)Use and Maintain Tools and EquipmentWork Practices Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: Must be in strong good, strong physical condition. Heavy physical effort is routinely required in performing such tasks as lifting and moving objects weighing over fifty (50) pounds, dragging hose and pushing heavy objects for a full tour of duty. Working Conditions: Incumbent works outside in all weather conditions and is subject to discomfort arising from having to work for periods of time in the sun and heat, cold, wind, damp or rainy conditions, mud and standing water, and other weather conditions suitable to completion of assignments. He or she works in inside areas that may be dusty, drafty, and noisy, and is subject to discomfort from standing on damp concrete floors for short periods of time while loading or stacking materials. Work assignments routinely require walking, squatting, and/or kneeling for long periods of time. The equipment, tools and tasks involved at this level frequently require special care to avoid serious injuries.
