The primary goal of HUD-VASH is to move Veterans and their families out of chronic homelessness. The primary component of the program is VA case management services, designed to improve Veteran's health and mental health, thus enhancing their ability to remain stable, housed and community-integrated.

Duties

MAJOR DUTIES: Articulate the policies, missions, and operations of Veterans Healthcare Administration (VHA) Homeless Programs, the Department of Veterans Affairs, and a broad knowledge of VA medical center practices. Discusses unusual, unclear, or difficult problems with the Housing Development Coordinator or Supervisory Social Worker for additional guidance. Assists Veterans in exploring their options for making improvements in life functioning areas such as housing, employment, relationships, and community engagement. Provides services in serious, complex, and complicated cases, often referred by other workers and interdisciplinary team members. Operates with professional expertise, makes mature judgment, and has discretion, and the ability to interact with a variety of contacts in an effective manner. Performs in an office or clinical setting, however, much of the work is performed in a setting away from the office, where the environment cannot be controlled. Work Schedule: Full-time / 7:30 a.m. - 4:00 p.m. or 8:00 a.m. - 4:30 p.m. Virtual: This is not a virtual position. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/06/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. NOTE: A current, valid state-issued Driver's License is required for this position. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Understands Federal policies related to the development of affordable housing. Implements interpersonal relationship practices to serve as consultant to leadership and community and private agency levels. Operates various computer systems and applications to complete work assignments, database, spreadsheets, and collection of clinical and administrative data. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's degree or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related (transcripts required). OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience as described above, and graduate education as described above which totals at least one year. [To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond one year by 18. Add the two percentages. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The physical demands of this position involve active listening, reading, observing and evaluating verbal and nonverbal behavior, walking, speaking, writing reports, writing clinical notes, using office equipment such as computers, telephones, fax machines, copy machines, and driving throughout the catchment area. Some work is performed in a clinical setting that exposes the incumbent to the communicable disease common to the homeless population. Strenuous physical activity is not required.
