The VA Northeast Ohio Healthcare System is recruiting for a Supervisory Program Specialist at VHA Service Center. The Supervisory Program Specialist will function in the Home Based Primary Care section within Community Outpatient Service.

Duties

Functions as a liaison for HBPC staff, coordinating among nine different disciplines such as psychology, nutrition, and nursing, assuring compliance with all requirements, quality control, program management, reporting and special projects Provides oversight by monitoring administrative reports brining necessary discrepancies, trends and outliers to the attention of the HBPC Program Director Leads program administration, including: coordinating with Primary Care staff and HBPC program, as necessary, assuring adequate levels of administrative support for the HBPC program. Responsible for personnel administration including knowledge of personnel operations, such as position classifications, grievance procedures, performance standards and disciplinary actions. Initiates request for personnel action (recruitment, promotion, awards, disciplinary actions, etc.) and tracks efforts through completion, enters and maintains staff education records. Responsible for constant surveillance, evaluations, and planning of space, assuring efficient utilization based on constantly changing and increasing program demands Identifies, implements, and coordinates training opportunities for the HBPC administrative program. The incumbent ensures guidelines, instructional methods, materials, etc., and new or improved applications of educational technology to training programs are implemented. Participates in the formative stages of overall facility managerial planning, raising awareness of HBPC issues and assures that implementation is considered, influencing management decisions. Serves on various strategic planning committees and manages meeting with other agencies and program officials. Manages, prepares, analyze extracts, summarizes, and identifies apparent trends and issues related to HBPC program and participates in problem-solving assistance to identify potential quality improvement areas. Responsible for requisitioning all equipment and supplies, following all VA requirements of the HBPC program. Responsible to review orders to verify their need and ensures that each section revises the appropriate share of the funds available. The incumbent is charged with the responsibility of operating within the authorized budget. Writing position descriptions and/or functional statements. Works with Health System Specialist on developing HBPC visit reports and comparison reports using the COIN report. Program data is provided to the HBPC National Program office for the purposes of program compliance and improvement. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/29/2023 Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. In addition to the qualification above you must also have: Specialized Experience/Education/Combination of Experience and Education You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Contacting others orally and in writing to obtain information; Using computer systems or applications to access, create, edit, print, send, retrieve, or manipulate data, files, or other information; Collecting, compiling, and organizing information and/or data; Initiating and maintaining contacts with individuals outside the organization; Reviewing and analyzing forms, applications, documents, or other information to make determinations (for example, eligibility); Processing or analyzing data using computer systems or applications; Conducting oral presentations to organizations, and determining various Veterans' eligibility entitlements. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related to the work of the position. (Transcripts must be submitted). OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education to qualify at the GS-11 level. This can be determined by adding total qualifying experience as a percentage of the required experience and education as a percentage of the total required. The total percentage must equal 100 percent. Only education more than the first 18 semester hours (i.e. beyond the first-year graduate level education) is creditable towards meeting the specialized experience requirement. Physical Requirements: Work is performed in an office or similar setting involving everyday risks or discomforts which require normal safety precautions. The work area is adequately lighted, heated, and ventilated. The work requires some physical exertion such as long periods of standing, recurring bending, crouching, stooping, stretching, reaching, and infrequent lifting of moderate to very heavy items, network, and audio-visual hardware, upwards of fifty pounds or more, which may involve supplemental staff to ensure safety. Work Environment: The environment involves everyday risks or discomforts that require normal safety precautions typical of such places as offices, meeting and training rooms, libraries, residences, or commercial vehicles, e.g., use of safe work practices with office equipment, avoidance of trips and falls, observance of fire regulations and traffic signals.
