This position is in FNS's Communications Division on the Content Strategy team. Duties may include: tracking agency activities to identify communication needs; working cross-agency to set communication goals, strategy, and messaging; creating communication plans; developing a variety of written materials for diverse audiences; coordinating a large volume of communication priorities and assignments; and managing special projects to improve communications efficiency and effectiveness.

Duties

Plans, initiates, and implements comprehensive, nationwide public affairs campaigns and strategies. Advises Division Director and Branch Chief on application of FNS and USDA standards and clearance requirements. Develops, reviews and disseminates informational materials to the general public or specialized target groups, using a wide range of traditional and digital communication methods and techniques. Utilizes traditional and social media tactics to enhance understanding of FNS programs among the general public and specialized groups and organizations. Evaluates problems encountered in communicating about the agency?s programs and provides recommendations and advice on specific information activities designed to meet these problems. Advises agency officials and management on possible public and media reactions to proposed policy statements or agency actions. Works closely with the Division Director and Branch Chief, key public information staff, and appropriate program specialists and administrators to advise them on effective development, use and distribution of information materials for the agency.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. Time in grade: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). You must include an SF-50 (you may need to submit more than one) that supports meeting this requirement with your application package. To qualify for the GS-13: Applicants must possess one year of specialized experience equivalent to the GS-12 in the Federal and or Public Service. Specialized experience is defined as: Coordinating high-visibility projects and assignments; Writing and editing plain language, audience-specific communication materials; Developing communications, public relations, and/or public affairs strategy; Working across internal and external parties to execute communication plans, campaigns, or other major projects; and Providing sound communication recommendations to leadership based on a variety of internal and external factors. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
