This position is part of the Defense Human Resources Activity. The primary purpose of this position is to serve as the Director of the Hope Research Center (HRC) for the DEOMI and in support of the Centers of Excellence (CoE). The incumbent provides oversight and direction of HRC research and related programs. Incumbent may act in the roles of Deputy Commandant or Commandant with the full authority and responsibility of the position in their absence.

Duties

As a SUPERVISORY SOCIAL SCIENTIST at the GS-0101-15 some of your typical work assignments may include: Interprets, analyzes, and applies for Defense Equal Opportunity Management Institute (DEOMI) applicable DoD Instructions (DoDIs) and other related directives as needed to align Hope Research Center (HRC) strategy, operation, and goals. Systematically identifies training, education, tool, policy, program, and technology needs through analysis and modeling activities. Ensures a robust and multi-disciplinary basic and applied research capacity at DEOMI and ensures the scientific credibility of DEOMI products. Manages DEOMI's internal and external program evaluation mission and training review processes to ensure formative and summative feedback, continuous program improvement, and overall quality of product and implementation. Responsible for development of data plans, operational plans, research, analysis and evaluation plans. Synchronizes HRC functions, operations and activities to align with the Center of Excellence (CoE) and Education and Training Directorate, and operates within broad parameters set forth by the CoE priorities and the Commandant. Operates across the DoD to ensure senior stakeholders' requirements are fully articulated and DEOMI plans and programs are aligned to meet those needs. Ensures program integration with Service Headquarters and Components stakeholders through participation in working groups, committees, commissions, boards, panels and meetings. Develops assignments and monitors workload of subordinates, sets and adjusts short-term priorities, and prepares schedules for completion of work. Evaluates work performance of subordinates.

Qualifications

You may qualify at the GS-15, if you fulfill the following qualifications: A. One year of specialized experience equivalent to the GS-14 grade level in the Federal service: Providing advisory services and direction for social science and equal opportunity activities or programs at an agency level. Ensuring that social science and equal opportunity plans, activities, products and services are scientifically informed, evidence-based and maintain scientific credibility. Directing subordinate faculty, staff and technical personnel to accomplish organizational goals and objectives. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Please keep your resume to a reasonable length. In addition to meeting qualifications, your application package must reflect the applicable experience to meet the Individual Occupational Requirements for the 0101 series. Degree: behavioral or social science; or related disciplines appropriate to the position. or Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. or Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. *NOTE: Failure to provide transcripts will result in you being rated ineligible for this position - if you are using education to meet the Individual Occupational Requirement for the 0101 Series.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
