Duties

1. Plans, organizes, and executes the wing/centers IG activities for the Commander's Inspection Program (CCIP). Reviews and administers policies and procedures, for the wing inspection program and Wing Inspection Team (WIT). Verifies all assigned missions and operations are inspected in accordance with published and Wing Commander Guidance. Manages the Wing IGEMS, MICT and Gatekeeper Program, and verifies wing personnel maintain accounts in IGEMS and MICT. Manages the wing's Gatekeeper for scheduling and approving inspections/exercises, assistance visits, audits, virtual inspections and on-site visits. Monitors benchmarked programs identified during inspections and exercises. Ensures CCIP inspection reports and individual deficiencies are entered in appropriate programs IAW regulatory guidance. Reviews and validates corrective action plans on all deficiencies for completeness and monitors for effectiveness. Monitors progress of continual evaluation of all wing units including geographically separate units (GSUs), if applicable, by utilizing data, trend analysis, reports, virtual inspections and on-site visits. Conducts virtual and in-person inspections to validate progress to improve the overall effectiveness of the wing inspection program. Verifies representative data is collected, compliance validated, and non-compliance reported for each of the four major graded areas (MGAs) and sub-graded areas during each exercise or inspection. Organizes and presents wing inspection data, trends, new and old deficiencies, corrective action plan status and any other relevant inspection related information to the Wing IG and senior wing leadership for the Wing Commander's Inspection Management Board (CIMB). Monitors and reports completion of root cause analysis and appropriate actions for unit observations and IG identified deficiencies. Monitors deficiencies and suspense dates for the wing and notifies the Wing Commander and senior leadership of deficiencies identified by subordinate organizations requiring external assistance. Identifies CCIP trends for resolution and advises recommendations for corrective actions, mitigating circumstances, external coordination/assistance visits, audits and on-site visits. Responsible for analysis, facilitation, reporting, and providing recommendations to Wing IG for process improvements, improving quality, reducing costs, and establishing appropriate process metrics and process controls. Manages and oversees the CCIP dashboard, MICT dashboards, and CIMB. Serves as the focal point for assimilating pertinent data and information for the MAJCOM and reporting requirements to higher headquarters (HHQ). (30%) 2. Plans, schedules, and executes inspections/exercises including short-notice and no-notice inspections/exercises at all organizational levels of the wing to include GSUs. Contributes to the development of realistic, relevant exercise scenarios and scenario objectives, and participates in pre-inspection planning meetings to de-conflict scenario issues. Coordinates with the wing and external agencies in the development and execution of inspections and exercises. Conducts virtual and on-site inspections/visits using appropriate inspection methods (e.g., observation, task evaluation, audit, interview and focus group). Directs inputs and simulation injects regarding the environment, scenario and operational ability to keep exercises and inspections on course. Conducts, oversees on-site visits to validate base organizations have effective self-assessment programs that promote quality communication and honest reporting. Validate and verify the results of MICT self-assessment communicator (SAC) observations and virtual and on-site visits to determine the adequacy of scope, depth of fact finding, proper use of applicable regulation and instructions and the reasonableness of corrective action plan timelines. Compiles data, analysis, and trend reports via the Wing Commander's CCIP dashboard to advise the Wing/center Commander of wing's compliance. Manages and oversees the administration of MICT/IGEMS within the wing by providing training, advice and support to wing users. Manages the development of guidance and training in the form of written instructions (Operating instructions, Air Wing Instructions, Standard Operating Procedures, etc.) and training sessions for subordinate organizations (group, squadron, other staff agencies). Directs the training, requirements and expectations for Self-Assessment Program Managers (SAPMs) executing the self-assessment portion of the Wing CCIP. GENERAL EXPERIENCE: All series personnel must be competent at the next higher level before being eligible for that level. An applicant must have a validated understanding of the basic principles and concepts of the occupational series and grade. SPECIALIZED EXPERIENCE: Must have work experiences in technical inspection methods, principles and practices in order to recognize and resolve discrepancies. Experienced in modifying established approaches, methods, or procedures to improve data gathering and analysis techniques. Experienced in working with pertinent laws, regulations, policies, and precedents which affect the use of the Inspector General Programs. Experiences included working related Inspector General programs that supported missions, identified capabilities, organizational structures, operational applications and operational techniques. Have working knowledge and skills to apply analytical and evaluative methods and techniques to assess the efficiency and effectiveness of operations. Experienced in determining or designing actions to improve operational, technical, or administrative plans and programs. Experienced in military command structures, missions, programs, and organizational relationships. Experienced in developing inspector general program goals and objectives. Experienced in establishing the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions, as related to actual events. Knowledgeable and skilled in working various command entities involved in overall planning and execution of operations, inspections, and evaluations. Skilled in designing and planning difficult or comprehensive programs, advanced report writing, and experienced in developing solutions to portions of broad, important, and critical National Guard concerns, issues, or congressional matters. Skilled in the ability to plan, organize, and develop projects; make recommendations on substantive operating programs; and negotiate effectively with others to accept and implement recommendations where the proposals involve substantial resources. Experienced in adapting precedents or existing strategies to meet unusual needs, special demands, and determine feasible solutions to meet mission requirements. Experiences involved providing general administrative direction and establishing broad objectives for inspection planning. 3. Assists with composing, managing and leading WIT and drafting inspection reports using IGEMS. Ensures the WIT consists of subject matter experts to conduct CCIP inspections and exercises under the authority of the Wing/center Commander. Establishes work schedules, deadlines, and inspection priorities. Manages how many inspections/exercises can be accomplished based on available manpower and resources. Manages and facilitates WIT training, development and certification. Identifies and evaluates training requirements to ensure all assigned inspectors are fully capable of executing an inspection/exercise plan. Disseminates performance and inspection expectations to WIT members and provides regular feedback. Promotes an environment in which WIT members are empowered to participate in and contribute to effective mission accomplishment. Ensures WIT personnel use proper data collection techniques and procedures for evaluation, inspection and auditing. Ensure WIT use inspection databases (MICT/IGEMS) and spreadsheets to capture and catalog data elements for trending, cross-tell, and benchmarking. Implements safety and security responsibilities by ensuring education and compliance with security directives in situations that require access to classified or sensitive material. Recognizes and takes appropriate action to correct situations posing a threat to the health or safety of WIT members and other individuals participating in events organized and managed through the IG office. Validates and consolidates report inputs gathered from inspectors during hot-wash debriefings and other feedback forums (10%)

4. Senior Enlisted advisor for the IG. Provides advisory services to individuals, other staff offices, managers, supervisors and employees concerning the IG program and processes. Explains and interprets CRP, FWA, AFIS and CCIP programs, along with AFI 90-201 and AFI 90-301 requirements to all Wing personnel. Provides training to the IGI personnel and the Wing Inspection Team (WIT) members on receiving complaints. Assists with administering and documenting the Commander's Inspection Program (CCIP). Explains and interprets AFIS and CCIP inspection program and AFI 90-201 requirements to all Wing personnel. . (15%)

5. Plans, organizes, and executes a wide range of activities for the center/wing Complaints Resolution Program (CRP) and Fraud, Waste, and Abuse (FWA) Program, ensuring compliance with legal and regulatory requirements, and ensuring the best interest of the Air Force and Airmen needs are met. Researches, interprets, and analyzes public law, congressional reports, DoD/Air Force directives, emerging policies, and investigative trends. Determines where policy formulation, refinement or clarification is necessary to ensure procedures, processes, and actions are in accordance with IG principles, objectives, and standards. Develops and advises procedures, goals, and objectives to integrate DoD, Air Force or SAF/IG policy directives, or instructions with the center/wing complaints resolution and FWA programs. Serves as the eyes and ears of the commander; performs analysis of a variety of unusual situations; identifies and researches trends and patterns; and proposes new policies and practices to promote the health, safety or fair treatment of all military and civilian employees. Establishes, develops, and maintains an effective working relationship with all center/wing organizations, commanders, senior military and civilian leadership, representatives from higher headquarters IGs, other military service IGs, and external agencies. Establishes and advises on policies and procedures for conducting complex complaint analyses from initial receipt of complaint through case completion/closure. Determines the most appropriate resolution path based on the complaint analysis result. Establishes methodologies for accomplishing difficult IG investigations when complaint analysis determines an investigation is warranted. Recognizes and resolves discrepancies and/or inconsistencies in complaint analysis, investigation, and findings. Implements an active program to identify potential FWA. Reviews Reports of Investigation, Referral Completion Reports, and Hotline Completion Reports for accuracy, administrative, and investigative sufficiency. Serves as the center/wing liaison for congressional, presidential, and other high-level inquiries. Complaints range from simple inquires to complex investigations such as alleged violations of the United States Code Whistleblower Protections that may have multiple improprieties, including violations of Code of Federal Regulations (CFR), the Uniform Code of Military Justice (UCMJ), and other applicable policies and instructions. Analyzes the nature of the complaint and specific issues to be addressed and assists in determining the jurisdiction of the IG office and appropriate resolution strategy. (20%)

6. Represents the Wing IG at conferences, meetings, seminars, briefings, and other official functions. Establishes, develops, and maintains effective working relationships with SAF/IG, NGB-IG, NGB staffs, ANG/IG, MAJCOM staffs, State Joint Force Headquarters, and wing leadership at all levels on matters concerning IG Programs. Meets with key customers (e.g., wing leadership, local law enforcement/first responders, federal agencies such as FAA, and inspectors) and coordinating officials to assess customer satisfaction, explain organization policy and procedures, and resolve problems that arise. Provides or ensures that subordinates provide customer guidance and training. Evaluates reports by analyzing facts, performing appropriate research and prepares detailed responses. Determines appropriate recommendations for unresolved or questionable problems and performs follow-up.. (5%)
