The position serves as the Simulation Operations Specialist and reports to the Deputy Director, Simulation Center, and works independently with staff and leadership to execute the educational, technical and the operational aspects of clinical simulation training and education in a Simulation Center. This position is responsible for planning, developing, implementing, evaluating and consulting on a variety of programs to accomplish the results-oriented outcomes and promotes the values and goals.

Duties

Major duties and responsibilities include, but not limited to: Independently manages the Set Up and Take Down of various activities in the simulation center and activities that occur in situ (in the real clinical environment). Independently manages mannequin-based and Standardized Patient (SP) simulation exercises. Provides technical support for a wide variety of highly sophisticated and complex simulation equipment including anatomic models, task trainers, screen-based simulators, full-body computerized patient simulators and virtual reality systems; troubleshoots, diagnoses, and remedies user issues, equipment failure, and network interface problems. Operates mannequins, AV system and medical equipment during simulations. Anticipates and/or troubleshoot any issues related to the simulation exercises before, during and after exercises as necessary, and provide documentation of such issues. Performs preventive maintenance on equipment following manufacturers recommendations; ensures warranties and service contracts are honored. Orients faculty and simulation instructors to the principles of simulation training and debriefing techniques. Functions as the expert in healthcare simulation operations including the educational methodologies and the technical operations. Conducts end of course and/or study evaluations. Conducts tours and clinical simulation sessions for internal/external groups and/or individuals. Participates in developing, organizing and conducting educational courses or events that use clinical simulation technologies. Manages the use of simulation resources, demonstrating knowledge and experience with Windows/Mac file sharing applications, as well as the ability to independently plan and organize work, manage priorities, and utilize available resources. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/08/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Candidates must meet the following Individual Occupational Requirement: Candidates must meet the following minimum qualifications of the 1712 Training Instruction Series. Undergraduate and Graduate Education: Major study -- education or a subject area related to the position to be filled. OR, Specialized Experience: Experience that demonstrated a practical knowledge of the subject area of the position and of the methods and techniques of instruction. Examples of qualifying specialized experience include: Teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s). Supervising or administering a training program. Development or review of training/course materials, aids, devices, etc., and evaluation of training results. Work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis. In addition to the Individual Occupational Requirement candidates must also meet the following specialized experience: GS-9 Minimum Requirements: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: independently plans and carries out simulation training programs to a variety of personnel and staff; resolves normal classroom problems and make outside contacts for supplemental simulation information and materials; makes recommendations for simulation course modification for consistency with overall course material, for technical accuracy, and for educational adequacy; participates in task analyses for determining simulation training requirements or in special staff studies of training and testing materials. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed two (2) years of progressively higher-level graduate education, or masters or equivalent graduate degree, or LL.B. or J.D., in a related field of the position to be filled. Education at the graduate level must have been obtained in an accredited college or university and must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. NOTE: Transcripts must be submitted with application. Education cannot be credited without documentation. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond the first year (18 semester hours) of graduate school may be used to qualify applicants for the GS-09 level. GS-11 Minimum Requirements: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: assists with training faculty in the use of clinical simulation equipment and serves as a resource for faculty utilizing simulation; supports/assists in role playing applications, props placement, and moulage set-up to create a virtual healthcare setting; uses current simulation metrics and as needed to develop new metrics and tools to assess effectiveness of the clinical simulation; conducts tours and clinical simulation sessions for internal/external groups and/or individuals; maintains equipment history and recommends replacement when the equipment is too costly to maintain, repair or no longer supported by the vendor; coordinates collaborative research and certification projects and ensure that simulator labs have current certification according to OSHA and hospital regulations; coordinates installation verifies that the equipment meets contract specifications and performs initial test of operability. Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related that demonstrates the knowledge, skills, and abilities necessary to do the work of this position.
