This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. You must meet specific individual eligibility requirements in accordance with VHA policy and submit your EDRP application within four months of appointment. Approval, award amount (up to $200,000) and eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services program office after complete review of the EDRP application.

Duties

Develops the 24/7 schedule for all CRT staff and collaborate with on call mental health providers. Identifies and develops training for CRT staff as it relates to provision of care, orientation, documentation, etc. Serves as a member of the service line leadership, assisting with strategic planning, professional development, hiring, mentoring and coaching, and coverage. Functions autonomously to set priorities to meet the needs of Veterans, staff, and services collaborated with. Communicates effectively with Chief and Deputy Chief about successes, needs, and challenges. Demonstrates in depth knowledge of CRT, and demonstrate knowledge and ability to write policies procedures and or practice guidelines for the program. Provides clinical recommendations to ED physicians regarding appropriateness of psychiatric admissions and/or ED discharge with referral(s) to outpatient services. Facilitates admissions to the Acute Mental Health Unit and/or collaborates with community facilities for psychiatric resources, to include admission. Ensures continuity of care for all Veterans presenting to the ED in mental health crisis. Provides education and referrals to veterans for community services, and coordinates these services, as necessary. Makes appropriate referrals, as indicated, to reporting agencies such as Department of Family Services, Adult Protective Services, police, etc. Provides consultation to colleagues regarding emergent/urgent situations. Develops local policies, standard operating procedures, and standard work processes to ensure care of Veterans. Conducts hiring actions for CRT and support other members of the service in hiring processes. Ensures provision of clinical services by supervised interdisciplinary team. Conducts all required Focused Professional Practice Evaluations (FPPE) and Ongoing Professional Practice Evaluations (OPPE). Ensures that staff are trained in conducting peer chart reviews. Ensures that clinical privileges are appropriate, and where needed additional privileges are requested by staff. Provides staff training and development. Demonstrates the ability to develop productivity standards appropriate for CRT staff and provide the appropriate training. Assesses the ongoing needs of staff and provide appropriate education and training. Collaborates with other teams and services to increase education, awareness, and training opportunities. Communicates with the Chief and Deputy Chief about needs and competing priorities. Conducts strengths, weaknesses, opportunities, and challenges (SWOC) assessment of program and address needs appropriately. Utilizes LEAN principles and practices to respond to organizational and operations needs. Conducts psychosocial assessments and treatment interventions conduct professional evaluations, decisions, and recommendation for treatment planning. Determines suicide and homicide risk utilizing current evidence-based research tools. Completes comprehensive suicide risk evaluations (CSRE), safety planning, and suicide behavior reports, as needed. Ensures adherence to facility and national risk management policies for assessment, management, consultation and documentation related to suicide/homicide risk. Provides assessment, brief psychotherapeutic interventions, and treatment referrals for veterans presenting with substance use disorders. Evaluates options to mitigate potential safety concerns. Facilitates transfer and/or discharge from ED with appropriate continuity of care. Provides a full range of therapeutic interventions to veterans on the Psychiatric Inpatient Unit and SARRTP. Conducts daily treatment rounds on the inpatient unit during non-business hours (weekends and holidays). Documents psychological interventions and consultation activities in the patient's clinical record utilizing the electronic health record. Demonstrates knowledge and mastery of the fundamentals of the counseling process. Demonstrates advance practice skills and clinical judgement in acute psychiatric emergencies. Provides a full range of psycho-diagnostic services including assessment and uses the most appropriate psychotherapeutic techniques in providing quality care. Performs evaluations for wide array of patients representing diverse diagnostic entities. Evaluates patients in the ED for involuntary psychiatric holds (M-1 only) and completes appropriate paperwork. Ensures that staff are trained in and utilizing Care Coordination and Integrated Case Management model of care especially for high utilizers of the system. Qualifications

Basic Requirements: Citizenship. Be a citizen of the United States. (Non-citizens may be appointed when it is not possible to recruit qualified citizens in accordance with chapter 3, section A, paragraph 3g this part). Education. Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. Verification of the degree can be made by going to http://www.cswe.org/Accreditation to verify that the social work degree meets the accreditation standards for a masters of social work. Licensure. Persons hired or reassigned to social worker positions in the GS-0185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level. Exception: VHA may waive the licensure or certification requirement for persons who are otherwise qualified, pending completion of state prerequisites for licensure/certification examinations. This exception ONLY APPLIES at the GS-9 grade level. For the GS-11 grade level and above, the candidate must be licensed or certified. At the time of appointment, the supervisor, chief social work or social work executive will provide the unlicensed/uncertified social worker with the written requirements for licensure or certification, including the time by which the license or certification must be obtained and the consequences for not becoming licensed or certified by the deadline. Grade Determinations: GS-13 Experience and Education. One year of experience equivalent to the GS-12 grade level. Experience must demonstrate possession of advanced practice skills in administration, demonstrating progressively more professional competency skills and judgment. Individual may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience. AND Licensure/Certification. The assistant service chief must evidence possession of supervisory and management skills, must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure. AND Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate all of the following KSAs: Knowledge of administrative and supervisory duties which includes personnel actions, clinical supervision, consultation, negotiation with other departments, and quality improvement. Knowledge of legal, ethical, and professional standards applicable to social work practice. Ability to develop, maintain, and oversee social work programs in all settings. Knowledge of social work practice, policy, and accreditation standards across the continuum of health care. Skill in providing consultation to facility leadership, managers, and other staff on social work qualification standards, practice, competency, productivity, and continuing education requirements. References: VA HANDBOOK 5005/120 PART II APPENDIX G39 Physical Requirements: Must be in overall good health, able to sit at a desk working at a computer, engage in light to moderate physical activity including sitting, walking, bending, and carrying supplies. LPMHC must be able to perform primarily light and sedentary duties with occasionally moderate physical demands, exercise patience, and control emotions, with reasonable accommodation, if necessary, without endangering the health and safety of the LPMHC or others. Position requires walking throughout the clinic and/or Medical Center, standing for extended periods of time, and involves sitting at a computer and in counsel and consultation with Veterans and interdisciplinary teams. This position also requires close visual acuity to perform an activity such as: preparing and analyzing data and figures; transcribing; viewing a computer terminal; extensive reading; and repetitive motions of the wrists, hands, and/or fingers.
