This position is located within the Health Administration Service for the Montana VA Health Care System and is responsible for coordinating and supporting mechanisms for successful data capture and maximizing data management efforts for encounter management functions and medical record review oversight.

Duties

Duties include, but are not limited to: Establishes study methods and techniques to be used in studies and audits; interprets findings resulting from studies that are independently developed. Develops recommendations for program officials and supervisors and strives to have viable recommendations accepted by operating components. Analyzes and evaluates, on a quantitative and/or qualitative basis, the effectiveness of programs or operations in meeting established goals and measures. Recommends solutions for program officials and supervisors, to include modified work methods, procedural changes systems variations, and acceptance of new technology developments. Develops statistical tables and reports, new or modified work methods, management processes and procedures for administering program services. Reviews, monitors, analyzes, and evaluates financial, narrative, and statistical reports and program data submitted at the local, state, regional and federal levels. Participates in discussions, meetings, conferences and conference calls with agency administrative, subject matter experts and technical personnel and other federal agency officials. Tracks, trends and applies analytical methods and techniques to evaluate issues concerning the efficiency and effectiveness of program operation. Coordinates ongoing data collection and performs analysis to determine optimal organizational performance. Provides relevant administrative data to identify, quantify and resolve organizational problems in collaboration with clinical services. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule: Monday-Friday, 8:00am-4:30pm Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/29/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify for the GS-9 grade level based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: skill in applying a wide range of specialized analysis tools and techniques in the independent performance of difficult and complex work assignments; knowledge of health care system and system structure, missions, programs and organizational relationships; ability to develop resource guidance for the health care system activities in accordance with policies, procedures, directives, regulations, precedents, goals and objectives of VHA, VISN and system related support resources; comprehensive understanding of health care system organizational structure, operating programs and objectives such as clinical and administrative program relationships, manpower and resource allocation; knowledge of technologies to assist in data extraction, analysis and presentation; knowledge of Word, Excel, Access and PowerPoint, VistA, Pyramid and VSSC; ability to organize, coordinate and prioritize simultaneous individual/team-related work assignments; skill in providing consultation and technical advice; ability to communicate professionally verbally and in writing with administrative, clinical and management; mastery of public relations to disseminate information, resolve queries and handle administrative functions; expertise in time management to balance/meet multiple priorities among staff and functional areas. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an equivalent combination of specialized experience and education beyond the graduate level as described above to meet total requirements. You may qualify for the GS-11 grade level based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Physical Requirements: The work is primarily sedentary, but does require some walking, bending, stooping and carrying of light objects such as manuals, documents, etc. Concentration and sustained performance under prolonged stress is required due to time factors involved in completion of work assignments within deadlines.
